NO.163THIRTY-THIRD LEGISLATURE, 2026S.D. 1STATE OF HAWAIISENATE CONCURRENTRESOLUTIONreaffirming the legislature's commitment to participateas a member legislature in the pacific inter-parliamentary assembly.���� WHEREAS, thePacific Islands Parliamentary Group was established in 2019 by parliaments andlegislative assemblies across the Pacific region to strengtheninter-parliamentary cooperation, facilitate the exchange of best legislativepractices, and support democratic institutions throughout Oceania; and���� WHEREAS, the Legislaturehas participated in the Pacific Islands Parliamentary Group since 2019,recognizing Hawaiʻi'sunique geographic, cultural, and historical ties to the peoples and nations ofthe Pacific; and���� WHEREAS, inAugust 2025, member legislatures adopted statutes establishing the PacificInter-Parliamentary Assembly as the successor organization to the PacificIslands Parliamentary Group, expanding the framework for cooperation amongPacific legislatures and formalizing its governance structure as a regionalassociation of Pacific parliaments and legislative assemblies; and���� WHEREAS, thePacific Inter-Parliamentary Assembly seeks to strengthen democratic governance,enhance legislative cooperation, and provide a platform for Pacificlegislatures to collaborate on shared priorities, including climate resilience,sustainable development, ocean stewardship, cultural preservation, and economicresilience across the region; and���� WHEREAS, thevision of the Blue Pacific Continent reflects a shared commitment among Pacificpeoples to strengthen regional solidarity, protect the Pacific Ocean, andadvance a resilient and prosperous future for the region; and���� WHEREAS, Hawaiʻi's geographiclocation, indigenous heritage, and longstanding cultural and historicalconnections across Oceania position the State as a natural bridge betweenPacific island nations and the United States, fostering dialogue, partnership,and collaboration among Pacific legislatures; and���� WHEREAS, continuedengagement in the Pacific Inter‑Parliamentary Assembly allows theLegislature to support Pacific-led regional cooperation, exchange legislativeexpertise, and elevate the voices and priorities of Pacific communities inregional dialogue; and���� WHEREAS, thetransition from the Pacific Islands Parliamentary Group to the PacificInter-Parliamentary Assembly requires participating legislatures to formallyreaffirm their membership under the newly established institutional framework;now, therefore,���� BE ITRESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii,Regular Session of 2026, the House of Representatives concurring, that thisbody reaffirms its commitment to participate as a member legislature in thePacific Inter-Parliamentary Assembly; and���� BE IT FURTHERRESOLVED that continued participation in the Pacific Inter-ParliamentaryAssembly will strengthen parliamentary cooperation between Hawaiʻi and other Pacificlegislatures and advance shared priorities across the Pacific region; and���� BE IT FURTHERRESOLVED that certified copies of this Concurrent Resolution be transmitted tothe Governor; President of the Senate; Speaker of the House of Representatives;President of the East-West Center; Chairman of the Board of the PacificInter-Parliamentary Assembly; and Pacific Islands Parliamentary Group PermanentSecretariat from the Assembly of French Polynesia.Report Title:�PacificInter-Parliamentary Assembly; Membership
