Senate Concurrent Resolution 545
A CONCURRENT RESOLUTION HONORING HONORABLE CARROLL E. RHODES
FOR A LIFETIME OF SERVICE TO CIVIL RIGHTS, THE RULE OF LAW, AND THE PEOPLE OF
MISSISSIPPI.
���� WHEREAS, the Mississippi
Legislature has long recognized that the progress of Mississippi is shaped not
only by institutions, but by men and women whose courage, conviction, and
dedication to justice leave a lasting mark upon the life of our state; and
���� WHEREAS, Carroll E. Rhodes
has, for decades, stood among those citizens whose professional calling has been
guided by a steadfast belief in the Constitution, the dignity of all people,
and the enduring promise that justice must be available to every Mississippian;
and
���� WHEREAS, throughout a
distinguished career in the practice of law, Mr. Rhodes has devoted himself to
the pursuit of civil rights, voting rights, and the protection of
constitutional principles, advocating in courts of law on matters that reach to
the very heart of representative government; and
���� WHEREAS, his work has
contributed to legal debates and decisions affecting representation, electoral
fairness, and the preservation of democratic participation, helping to shape
the modern civic landscape of the State of Mississippi; and
���� WHEREAS, in times of
challenge and change, Mr. Rhodes has remained committed to the rule of law and
to the belief that the courts must serve as guardians of fairness, equality,
and accountability; and
���� WHEREAS, through
collaboration with community leaders, fellow advocates, and civic
organizations, Mr. Rhodes has helped elevate the voices of citizens and
strengthen public confidence in the processes that define our democracy; and
���� WHEREAS, Mr. Rhodes'
influence extends beyond courtroom advocacy through mentorship, scholarship,
and public service, inspiring future generations of lawyers and civic leaders
to pursue justice with integrity and purpose; and
���� WHEREAS, the long arc of
Mississippi's history has been shaped by those who dare to challenge injustice
through lawful means, and the contributions of Carroll E. Rhodes stand as part
of that continuing tradition of progress and public service; and
���� WHEREAS, it is both fitting
and proper that this body pause to recognize a citizen whose life's work
reflects honor upon the legal profession and upon the State of Mississippi itself;
and
���� WHEREAS, as we stand today
to honor Carroll E. Rhodes, we are reminded that the strength of Mississippi is
found in those who labor quietly but tirelessly for fairness, for
representation, and for the promise of equal justice under law.� His career
reflects the enduring truth that progress is built not in a single moment, but
through years of principled service and unwavering faith in the law.� The
Mississippi State Legislature proudly joins the people of this state in saying
thank you for the work performed, for the doors opened, and for the legacy that
will continue to inspire generations yet to come:
���� NOW, THEREFORE, BE IT
RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF
REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend and honor
Honorable Carroll E. Rhodes for his distinguished career, his unwavering
dedication to civil rights and constitutional principles, and his lasting
impact on the pursuit of justice for the people of Mississippi.
���� BE IT FURTHER RESOLVED, That
the members of this Legislature express their profound appreciation for his
service, his perseverance, and his example of principled advocacy carried out
with dignity and resolve.
���� BE IT FURTHER RESOLVED, That
this resolution be presented to Carroll E. Rhodes as a symbol of the respect,
gratitude, and admiration of this legislative body.
