1.1A bill for an act
1.2relating to human services; requiring a report on base grant rider information.
1.3BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.4Section 1. BASE GRANT RIDERS.
1.5(a) By November 30, 2026, the Department of Management and Budget; the Department
1.6of Human Services; the Department of Children, Youth, and Families; the Department of
1.7Health; and Direct Care and Treatment must submit the legislative rider text, base
1.8appropriation amounts, and relevant Minnesota Laws for all grants in the fiscal year 2028
1.9and 2029 base to the chairs and ranking minority members of the legislative committees
1.10with jurisdiction over health, human services, and children. The departments must send
1.11copies to the revisor of statutes, House Research, House Fiscal Analysis, and Senate Counsel,
1.12Research, and Fiscal Analysis.
1.13(b) For the purposes of this section, "legislative rider text" means the enacted Minnesota
1.14Laws language that accompanied the appropriation for a grant and set the purpose, recipients,
1.15or requirements for the grant.
