COLLECTIVE BARGAINING AGREEMENTS; FISCAL YEARS122027 AND 202813 (a) Fiscal year 2027. This act fully funds the first year of the collective14 bargaining agreements between the State and the Vermont State Employees’15 Association and the State and the Vermont Troopers’ Association for the16 period of July 1, 2026, through June 30, 2027. The collective bargaining17 agreements for most classified employees provide in fiscal year 2027 an18 average 1.9 percent step increase and a 2 percent across-the-board increase on19 July 12, 2026, and a 2 percent across-the-board increase on January 10, 2027,20 for a total of a 5.9 percent increase.VT LEG #387897 v.2BILL AS INTRODUCED H.9502026 Page 2 of 261 (b) Fiscal year 2028. EXEMPT EMPLOYEES; PERMITTED SALARY INCREASES;10FISCAL YEARS 2027 AND 202811 (a) Fiscal year 2027. The Executive, Judicial, and Legislative Branches12 may extend the fiscal year 2027 provisions of the collective bargaining13 agreements that are funded by this act to employees not covered by the14 bargaining agreements as they determine to be appropriate and in accordance15 with the appropriations provided to each branch.16 (b) Fiscal year 2028. The maximum salary for each6 appointive officer shall be 50 percent above the base salary. Annually, the7 Governor may grant to each of those officers an annual salary adjustment8 subject to the maximum salary. The annual salary adjustment granted to9 officers under this subsection shall not exceed the average rate of adjustment10 available to most classified employees under the collective bargaining11 agreement then in effect. In addition to the annual salary adjustment specified12 in this subsection, the Governor may grant a special salary increase subject to13 the maximum salary, or a bonus, to any officer listed in this subsection whose14 job duties have significantly increased, or whose contributions to the State in15 the preceding year are deemed especially significant. Special salary increases16 or bonuses granted to any individual shall not exceed the average rate of17 adjustment available to most classified employees under the collective18 bargaining agreement ASSISTANT JUDGES6 (a)(1) Each assistant judge of the Superior Court shall be entitled to receive7 compensation in the amount of $224.47 a day as of July 14, 2024 and $236.598 a day as of July 13, 2025 $245.82 a day as of July 12, 2026, $250.74 a day as9 of January 10, 2027, and $263.03 a day as of July 11, 2027, for time spent in10 the performance of official duties and necessary expenses as allowed to11 classified State employees. PAY ACT APPROPRIATIONS; FISCAL YEARS 2027 AND19202820 (a) Executive Branch. The first and second years of the two-year21 agreements between the State of Vermont and the Vermont State Employees’VT LEG #387897 v.2BILL AS INTRODUCED H.9502026 Page 22 of 261 Association for the Defender General, Non-Management, Supervisory, and2 Corrections bargaining units, and, for the purpose of appropriation, the State’s3 Attorneys’ offices bargaining unit, for the period of July 1, 2026, through June4 30, 2028; the collective bargaining agreement with the Vermont Troopers’5 Association for the period of July 1, 2026, through June 30, 2028; and salary6 increases for employees in the Executive Branch not covered by the bargaining7 agreements shall be funded as follows:8(1) Fiscal year 2027.9(A) General Fund. The amount of $23,918,820.00 is appropriated10 from the General Fund to the Secretary of Administration for distribution to11 departments to fund the fiscal year 2027 collective bargaining agreements and12 the requirements of this act.13(B) Transportation Fund. The amount of $3,000,000.00 is14 appropriated from the Transportation Fund to the Secretary of Administration15 for distribution to the Agency of Transportation and the Department of Public16 Safety to fund the fiscal year 2027 collective bargaining agreements and the17 requirements of this act.18(C) Other funds. The Administration shall provide additional19 spending authority to departments through the existing process of excess20 receipts to fund the fiscal year 2027 collective bargaining agreements and theVT LEG #387897 v.2BILL AS INTRODUCED H.9502026 Page 23 of 261 requirements of this act. The estimated amounts are $27,184,607.00 from a2 special fund, federal funds, and other sources.3(D) Transfers. With due regard to the possible availability of other4 funds, for fiscal year 2027, the Secretary of Administration may transfer from5 the various appropriations and various funds and from the receipts of the6 Liquor Control Board such sums as the Secretary may determine to be7 necessary to carry out the purposes of this act to the various agencies supported8 by State funds.9(2) Fiscal year 2028.10(A) General Fund. The amount of $24,974,632.00 is appropriated11 from the General Fund to the Secretary of Administration for distribution to12 departments to fund the fiscal year 2028 collective bargaining agreements and13 the requirements of this act.14(B) Transportation Fund. The amount of $3,000,000.00 is15 appropriated from the Transportation Fund to the Secretary of Administration16 for distribution to the Agency of Transportation and the Department of Public17 Safety to fund the fiscal year 2028 collective bargaining agreements and the18 requirements of this act.19(C) Other funds. The Administration shall provide additional20 spending authority to departments through the existing process of excess21 receipts to fund the fiscal year 2028 collective bargaining agreements and theVT LEG #387897 v.2BILL AS INTRODUCED H.9502026 Page 24 of 261 requirements of this act. The estimated amounts are $28,362,343.00 from a2 special fund, federal funds, and other sources.3(D) Transfers. With due regard to the possible availability of other4 funds, for fiscal year 2028, the Secretary of Administration may transfer from5 the various appropriations and various funds and from the receipts of the6 Liquor Control Board such sums as the Secretary may determine to be7 necessary to carry out the purposes of this act to the various agencies supported8 by State funds.9(3) This section shall include sufficient funding to ensure administration10 of exempt pay plans authorized by 32 V.S.A. § 1020(c).11 (b) Judicial Branch.12(1) The Chief Justice of the Vermont Supreme Court may extend the13 provisions of the Judiciary’s collective bargaining agreement to Judiciary14 employees who are not covered by the bargaining agreement.15(2) Fiscal year 2027. The first year of the two-year agreements between16 the State of Vermont and the Vermont State Employees’ Association for the17 judicial bargaining unit for the period of July 1, 2026, through June 30, 2027,18 and salary increases for employees in the Judicial Branch not covered by the19 bargaining agreements shall be funded as follows: the amount of20 $3,800,867.00 is appropriated from the General Fund and the amount ofVT LEG #387897 v.2BILL AS INTRODUCED H.9502026 Page 25 of 261 $277,316.00 is provided from other sources to the Judiciary to fund the fiscal2 year 2027 collective bargaining agreement and the requirements of this act.3(3) Fiscal year 2028. The second year of the two-year agreements4 between the State of Vermont and the Vermont State Employees’ Association5 for the judicial bargaining unit for the period of July 1, 2027, through June 30,6 2028, and salary increases for employees in the Judicial Branch not covered by7 the bargaining agreements shall be funded as follows: the amount of8 $2,466,396.00 is appropriated from the General Fund and the amount of9 $179,952.00 is provided from other sources to the Judiciary to fund the fiscal10 year 2028 collective bargaining agreement and the requirements of this act.11 (c) Legislative Branch.12(1) For the period of July 1, 2026, through June 30, 2027, the General13 Assembly, including all Legislative Branch employees, shall be funded as14 follows: the amount of $914,634.00 is appropriated from the General Fund to15 the Legislative Branch.16(2) For the period of July 1, 2027, through June 30, 2028, the General17 Assembly, including all Legislative Branch employees, shall be funded as18 follows: the amount of $778,939.00 is appropriated from the General Fund to19 the Legislative Branch.VT LEG #387897 v.2BILL AS INTRODUCED H.9502026 Page 26 of 261* * * Effective Date * * *2 Sec. 11.
