h965/introduced.txtLEGISLATURE OF THE STATE OF IDAHOSixty-eighth Legislature Second Regular Session - 2026IN THE HOUSE OF REPRESENTATIVESHOUSE BILL NO. 965BY APPROPRIATIONS COMMITTEE1AN ACT2 RELATING TO THE APPROPRIATIONS TO THE OFFICE OF SPECIES, MINERALS, AND3 ENERGY COORDINATION AND THE IDAHO STATE HISTORICAL SOCIETY; APPROPRI-4 ATING ADDITIONAL MONEYS TO THE OFFICE OF SPECIES, MINERALS, AND ENERGY5 COORDINATION FOR FISCAL YEAR 2027; AUTHORIZING ADDITIONAL FULL-TIME6 EQUIVALENT POSITIONS FOR THE OFFICE OF SPECIES, MINERALS, AND ENERGY7 COORDINATION; REDUCING THE APPROPRIATION FROM THE IDAHO STATE HIS-8 TORICAL SOCIETY FOR FISCAL YEAR 2027; REDUCING AUTHORIZED FULL-TIME9 EQUIVALENT POSITIONS FOR THE IDAHO STATE HISTORICAL SOCIETY; EXEMPTING10 THE APPROPRIATION FROM EXPENSE CLASS AND PROGRAM TRANSFER LIMITATIONS;11 PROVIDING FOR CONDITIONS, LIMITATIONS, AND RESTRICTIONS; AND DECLARING12 AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.13 Be It Enacted by the Legislature of the State of Idaho:14 SECTION 1. In addition to any other appropriation provided by law,15 there is hereby appropriated to the Office of Species, Minerals, and Energy16 Coordination for the State Historic Preservation Office Program the follow-17 ing amounts to be expended according to the designated expense classes from18 the listed funds for the period July 1, 2026, through June 30, 2027:19FOR20FOR FOR TRUSTEE AND21PERSONNEL OPERATING BENEFIT22COSTS EXPENDITURES PAYMENTS TOTAL23 FROM:24 General25 Fund $204,500 $52,900 $257,40026 Miscellaneous Revenue27 Fund 150,000 150,00028 Federal Grant29 Fund 1,067,300 125,000 $100,000 1,292,30030 TOTAL $1,271,800 $327,900 $100,000 $1,699,70031 SECTION 2. FTP AUTHORIZATION. In addition to any other authorization32 provided by law, the full-time equivalent position authorization provided33 to the Office of Species, Minerals, and Energy Coordination is hereby in-34 creased by twelve (12.00) for the period July 1, 2026, through June 30, 2027.35 SECTION 3. FTP AUTHORIZATION. EXEMPTION FROM EXPENSE CLASS AND PROGRAM TRANSFER LIMITA-18 TIONS. The Office of Species, Minerals, and Energy Coordination is hereby19 exempt from the provisions of Section 67-3511 (1) and (2), Idaho Code, allow-20 ing unlimited transfers between expense classes and between programs, for21 all moneys appropriated to them for the period July 1, 2026, through June 30,22 2027. Legislative appropriations shall not be transferred from one fund to23 another fund unless expressly approved by the Legislature.24 SECTION 6. CONDITIONS, LIMITATIONS, AND RESTRICTIONS. Appropriations25 made pursuant to this act are subject to the conditions, limitations, and re-26 strictions specified in this act.27 SECTION 7. An emergency existing therefor, which emergency is hereby28 declared to exist, this act shall be in full force and effect on and after29 July 1, 2026.
