sb440/chaptered.txt2026 Regular Session ENROLLEDACT No. 515SENATE BILL NO. 440BY SENATOR LUNEAU1AN ACT2 To amend and reenact R.S. 15:1109.21 and 1109.22(A), relative to a renaissance district; to3provide relative to a renaissance district in the parish of Rapides; to provide relative4to juvenile detention, education, and rehabilitation; to provide relative to the board5of commissioners of the renaissance district; to provide relative to the powers, duties,6and functions of the board; and to provide for related matters.7Notice of intention to introduce this Act has been published.8 Be it enacted by the Legislature of Louisiana:9Section 1. R.S. 15:1109.21 and 1109.22(A) are hereby amended and reenacted to10 read as follows:11§1109.21. Renaissance district; creation; jurisdiction12A renaissance district is hereby created in any the parish of Rapides having13a population of more than one hundred twenty-nine thousand and less than one14hundred thirty-two thousand persons according to the most recent federal decennial15census, which shall be a political subdivision of the state.16§1109.22. Board of commissioners; appointment; terms17A. The renaissance district shall be governed by a commission which shall18control, administer, and manage its affairs. The commission shall be composed of19seven nine commissioners, and each shall be a qualified elector of and domiciled in20the parish. Each commissioner shall be appointed for a term of four years as follows:21(1) Five Four members shall be appointed by the parish of Rapides22governing authority as follows:23(a) Two One members member shall be appointed from an existing the24prior nonprofit entity renaissance board of directors as long as at least one25member of that board exists is capable of serving, after which time two one26members member shall be appointed from the residents of the parish who are not27employed by the parish police jury and who have experience with juveniles inPage 1 of 2Coding: Words which are struck through are deletions from existing law;words in boldface type and underscored are additions.SB NO. 440 ENROLLED1education, rehabilitation, or incarceration of juveniles.2(b) Three members who are not employed by the parish police jury who have3experience with juveniles in education, rehabilitation, or incarceration of juveniles.4(2) One member who is employed by the sheriff's office of the parish of5Rapides having experience with juveniles in education, rehabilitation, or6incarceration of juveniles.7(3) One member who is employed by the office of the district attorney of the8parish of Rapides having experience with juveniles in education, rehabilitation, or9incarceration of juveniles.10(4) Three members appointed by the Central Louisiana Juvenile11Detention Center Authority having experience with juveniles in education,12rehabilitation, or incarceration of juveniles.13* * *PRESIDENT OF THE SENATESPEAKER OF THE HOUSE OF REPRESENTATIVESGOVERNOR OF THE STATE OF LOUISIANAAPPROVED:Page 2 of 2Coding: Words which are struck through are deletions from existing law;words in boldface type and underscored are additions.
