APPROPRIATION - AMENDMENT 74. There is hereby appropriated,25 to the Office of the Treasurer of State, to be payable from the Uniform Tax26 Rate Trust Fund, for redistribution of property tax funds to counties as27 required by Amendment 74 to the Arkansas Constitution by the Office of the28 Treasurer of State for the fiscal year ending June 30, 2027, the following:2930 ITEM FISCAL YEAR31 NO. 2026-202732 (01) DISTRIBUTION OF FUNDS TO COUNTIES $1,800,000,0003334SECTION 2. COMPLIANCE WITH OTHER LAWS. Disbursement of funds35 authorized by this act shall be limited to the appropriation for such agency36 and funds made available by law for the support of such appropriations; and*JAR099* 04-15-2026 15:13:33 JAR099As Engrossed: H4/15/26 HB10501 the restrictions of the State Procurement Law, the General Accounting and2 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary3 Procedures and Restrictions Act, or their successors, and other fiscal4 control laws of this State, where applicable, and regulations promulgated by5 the Department of Finance and Administration, as authorized by law, shall be6 strictly complied with in disbursement of said funds.78 SECTION 3. LEGISLATIVE INTENT. It is the intent of the General9 Assembly that any funds disbursed under the authority of the appropriations10 contained in this act shall be in compliance with the stated reasons for11 which this act was adopted, as evidenced by the Agency Requests, Executive12 Recommendations and Legislative Recommendations contained in the budget13 manuals prepared by the Department of Finance and Administration, letters, or14 summarized oral testimony in the official minutes of the Arkansas Legislative15 Council or Joint Budget Committee which relate to its passage and adoption.1617 SECTION 4. EMERGENCY CLAUSE. It is found and determined by the General18 Assembly, that the Constitution of the State of Arkansas prohibits the19 appropriation of funds for more than a one (1) year period; that the20 effectiveness of this Act on July 1, 2026 is essential to the operation of21 the agency for which the appropriations in this Act are provided, and that in22 the event of an extension of the legislative session, the delay in the23 effective date of this Act beyond July 1, 2026 could work irreparable harm24 upon the proper administration and provision of essential governmental25 programs.
