SPECIAL LANGUAGE - CODE AMENDMENT. Arkansas Code § 19-4-10 906(a)(3)(100), concerning motor vehicle restrictions and authorizations, is11 amended to read as follows:12(100) North Arkansas College of the University of Arkansas13 301415 SECTION 9. SPECIAL LANGUAGE - CODE AMENDMENT. Arkansas Code § 19-22-16 103(m), concerning the North Arkansas College Fund, is amended to read as17 follows:18 (m) North Arkansas College of the University of Arkansas Fund.19(1) There is created on the books of the Treasurer of State, the20 Auditor of State, and the Chief Fiscal Officer of the State a fund to be21 known as the “North Arkansas College of the University of Arkansas Fund”.22(2) The North Arkansas College of the University of Arkansas23 Fund shall be used for the maintenance, operation, and improvement of North24 Arkansas College of the University of Arkansas.25(3) The North Arkansas College of the University of Arkansas26 Fund shall consist of:27(A) Those general revenues as may be provided by law; and28(B) Any other funds made available for the support of29 North Arkansas College of the University of Arkansas which are required to be30 deposited into the State Treasury by law.3132 SECTION 10. SPECIAL LANGUAGE - CODE AMENDMENT. Arkansas Code § 19-61-33 301(a)(23), concerning state agencies authorized to have an agency34 procurement official under the Arkansas Procurement Law, is amended to read35 as follows:36(23) North Arkansas College of the University of Arkansas;1003/31/2026 7:40:16 AM HAR115HB105712 SECTION 11. COMPLIANCE WITH OTHER LAWS. Disbursement of funds3 authorized by this act shall be limited to the appropriation for such agency4 and funds made available by law for the support of such appropriations; and5 the restrictions of the State Procurement Law, the General Accounting and6 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary7 Procedures and Restrictions Act, the Higher Education Expenditure Restriction8 Act, or their successors, and other fiscal control laws of this State, where9 applicable, and regulations promulgated by the Department of Finance and10 Administration, as authorized by law, shall be strictly complied with in11 disbursement of said funds.1213 SECTION 12. LEGISLATIVE INTENT. It is the intent of the General14 Assembly that any funds disbursed under the authority of the appropriations15 contained in this act shall be in compliance with the stated reasons for16 which this act was adopted, as evidenced by the Agency Requests, Executive17 Recommendations and Legislative Recommendations contained in the budget18 manuals prepared by the Department of Finance and Administration, letters, or19 summarized oral testimony in the official minutes of the Arkansas Legislative20 Council or Joint Budget Committee which relate to its passage and adoption.2122 SECTION 13. EMERGENCY CLAUSE. It is found and determined by the23 General Assembly, that the Constitution of the State of Arkansas prohibits24 the appropriation of funds for more than a one (1) year period; that the25 effectiveness of this Act on July 1, 2026 is essential to the operation of26 the agency for which the appropriations in this Act are provided, and that in27 the event of an extension of the legislative session, the delay in the28 effective date of this Act beyond July 1, 2026 could work irreparable harm29 upon the proper administration and provision of essential governmental30 programs.
