21 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

23SECTION 1. REGULAR SALARIES - OPERATIONS.  There is hereby established
24 for the North Arkansas College of the University of Arkansas for the 2026-
25 2027 fiscal year, the following maximum number of regular employees.

33SECTION 2. EXTRA HELP - OPERATIONS.    There is hereby authorized, for
34 the North Arkansas College of the University of Arkansas for the 2026-2027
35 fiscal year, the following maximum number of part-time or temporary
36 employees, to be known as "Extra Help", payable from funds appropriated

1 herein for such purposes:   five hundred (500) temporary or part-time
2 employees, when needed, at rates of pay not to exceed those provided in the
3 Uniform Classification and Compensation Act, or its successor, or this act
4 for the appropriate classification.

7 appropriated, to the North Arkansas College of the University of Arkansas, to
8 be payable from the North Arkansas College of the University of Arkansas
9 Fund, for personal services and operating expenses of the North Arkansas

15SECTION 5.    SPECIAL LANGUAGE - CODE AMENDMENT.      Arkansas Code § 6-5-302
16 is amended to read as follows:
176-5-302.   Allocation and transfer of funds.
18From the moneys accruing to the Educational Excellence Trust Fund, the
19 Treasurer of State on the last day of the month shall transfer to the various
20 funds and fund accounts listed below, the amounts determined by applying each
21 fund or fund account's proportionate part of the total of all such
22 allocations set forth in this section to the amount available for
23 distribution as determined in § 6-5-301:

32      SECTION 6.   SPECIAL LANGUAGE - CODE AMENDMENT.        Arkansas Code § 6-53-
33 301(a)(1)(C), concerning the name of North Arkansas College, Harrison within
34 the Arkansas Technical and Community College System, is amended to read as

4 305(b)(13), concerning the maximum number of new additional positions for the
5 biennium for North Arkansas College, is amended to read as follows:

9      SECTION 8.       SPECIAL LANGUAGE - CODE AMENDMENT.    Arkansas Code § 19-4-
10 906(a)(3)(100), concerning motor vehicle restrictions and authorizations, is
11 amended to read as follows:

15      SECTION 9.       SPECIAL LANGUAGE - CODE AMENDMENT.    Arkansas Code § 19-22-
16 103(m), concerning the North Arkansas College Fund, is amended to read as
17 follows:
18      (m)    North Arkansas College of the University of Arkansas Fund.
19(1)    There is created on the books of the Treasurer of State, the
20 Auditor of State, and the Chief Fiscal Officer of the State a fund to be
21 known as the “North Arkansas College of the University of Arkansas Fund”.
22(2)    The North Arkansas College of the University of Arkansas
23 Fund shall be used for the maintenance, operation, and improvement of North
24 Arkansas College of the University of Arkansas.
25(3)    The North Arkansas College of the University of Arkansas
26 Fund shall consist of:
27(A)     Those general revenues as may be provided by law; and
28(B)     Any other funds made available for the support of
29 North Arkansas College of the University of Arkansas which are required to be
30 deposited into the State Treasury by law.

32      SECTION 10.       SPECIAL LANGUAGE - CODE AMENDMENT.    Arkansas Code § 19-61-
33 301(a)(23), concerning state agencies authorized to have an agency
34 procurement official under the Arkansas Procurement Law, is amended to read
35 as follows:

2      SECTION 11. COMPLIANCE WITH OTHER LAWS.     Disbursement of funds
3 authorized by this act shall be limited to the appropriation for such agency
4 and funds made available by law for the support of such appropriations; and
5 the restrictions of the State Procurement Law, the General Accounting and
6 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary
7 Procedures and Restrictions Act, the Higher Education Expenditure Restriction
8 Act, or their successors, and other fiscal control laws of this State, where
9 applicable, and regulations promulgated by the Department of Finance and
10 Administration, as authorized by law, shall be strictly complied with in
11 disbursement of said funds.

13      SECTION 12. LEGISLATIVE INTENT.    It is the intent of the General
14 Assembly that any funds disbursed under the authority of the appropriations
15 contained in this act shall be in compliance with the stated reasons for
16 which this act was adopted, as evidenced by the Agency Requests, Executive
17 Recommendations and Legislative Recommendations contained in the budget
18 manuals prepared by the Department of Finance and Administration, letters, or
19 summarized oral testimony in the official minutes of the Arkansas Legislative
20 Council or Joint Budget Committee which relate to its passage and adoption.

22      SECTION 13. EMERGENCY CLAUSE.     It is found and determined by the
23 General Assembly, that the Constitution of the State of Arkansas prohibits
24 the appropriation of funds for more than a one (1) year period; that the
25 effectiveness of this Act on July 1, 2026 is essential to the operation of
26 the agency for which the appropriations in this Act are provided, and that in
27 the event of an extension of the legislative session, the delay in the
28 effective date of this Act beyond July 1, 2026 could work irreparable harm
29 upon the proper administration and provision of essential governmental
30 programs. Therefore, an emergency is hereby declared to exist and this Act
31 being necessary for the immediate preservation of the public peace, health
32 and safety shall be in full force and effect from and after July 1, 2026.
