  CONCERNING STRENGTHENING THE SISTER-STATE
RELATIONS BETWEEN THE STATE OF COLORADO AND
TAIWAN, AND, IN CONNECTION THEREWITH, REAFFIRMING
SUPPORT FOR TAIWAN'S INTERNATIONAL PARTICIPATION.
   WHEREAS,The state of Colorado and Taiwan have enjoyed a close,
longstanding, mutually beneficial, sister-state relationship since 1983, a
partnership built on a shared dedication to freedom, democracy, and a free
market economy; and
   WHEREAS, On behalf of the state of Colorado, Lieutenant Governor
Dianne Primavera led a trade and investment promotion delegation to
Taiwan in November 2024, along with officials of the Colorado Office
of Economic Development and International Trade, the Colorado
Department of Agriculture, and a Colorado delegation of economic
development professionals and industry leaders from the state, who
explored opportunities with Taiwan in high-tech industries; and
   WHEREAS, On February 3, 2026, Governor Jared Polis and the
Director General of the Taipei Economic and Cultural Office, Debby
Huang, signed a memorandum of understanding to establish closer
cooperation in the development of emerging, innovative technologies,
including quantum, photonics, precision agriculture, and semiconductors;
and
    WHEREAS, The United States and Taiwan enjoy a robust, symbiotic
trade relationship, with Taiwan being our country's 7th largest trading
partner, the U.S. being Taiwan's 2nd largest trading partner, and bilateral
trade totals exceeding $15 8 billion, according to 2024 data; and
    WHEREAS, The 2025 Taiwan Agricultural Trade Goodwill Mission,
led by Deputy Minister of Agriculture Tu Wen-jane, visited the U.S. and
signed Letters oflntent, stating that Taiwan will purchase approximately
$2.12 billion in corn products and $3 .44 billion to $4.2 billion in soybean
products from the U.S. over the next four years; and
   WHEREAS,· Various bilateral mechanisms and exchanges, including
the Taiwan-U.S. Economic Prosperity Partnership Dialogue, the
US-Taiwan Initiative on 21st-Century Trade, the SelectUSA Investment
Summit, and the Agricultural Trade Goodwill Mission, have laid the
foundation for a mutually beneficial trade agreement between the U.S.
and Taiwan; and
   WHEREAS, Despite functioning as a de facto independent country
since 1950, Taiwan's international participation in the United Nations is
obstructed by the People's Republic of China's malicious distortion of
United Nations General Assembly Resolution 2758; and
   WHEREAS, Taiwan, as a responsible stakeholder in the international
community, is seeking to meaningfully participate in the United Nations,
the World Health Organization, the International Criminal Police
Organization (Interpol), the International Civil Aviation Organization,
and the Inda-Pacific Economic Framework for Prosperity launched by the
United States; now, therefore,
    Be It Resolved by the Senate ofthe Seventy-fifth General Assembly of
the State of Colorado, the House ofRepresentatives concurring herein:
   That we, the members of the Colorado General Assembly:

    (1) Celebrate the 43rd anniversary of our state's sister-state
relationship with Taiwan;
   (2) Support the further strengthening of trade relations and academic
exchanges between Colorado and Taiwan;
   (3) Support the signing of the Agreement on Avoidance of Double
Taxation between the United States and Taiwan;
   (4) Support Taiwan's inclusion in international organizations that are
significant to the health, safety, and well-being of all people; and
   (5) Commend Taiwan's vibrant democracy.
   Be It Further Resolved, That copies of this Joint Resolution be sent to
Lai Ching-te, President of Taiwan; Lin Chia-lung, Minister of Foreign
Affairs of Taiwan; and Debby Huang, Director General of the Taipei
Economic and Cultural Office in Denver.
