4      DIVISION OF EARLY LEARNING AND DEVELOPMENT FOR FISCAL YEAR 2027; APPRO-
5      PRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE DI-
6      VISION OF YOUTH SAFETY AND PERMANENCY FOR FISCAL YEAR 2027; APPROPRIAT-
7      ING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE DIVISION
8      OF FAMILY AND COMMUNITY PARTNERSHIPS FOR FISCAL YEAR 2027; AUTHORIZING
9      ADDITIONAL FULL-TIME EQUIVALENT POSITIONS; REQUIRING A REPORT FOR THE
10     IDAHO HOME VISITING PROGRAM; PROVIDING A TRANSFER LIMITATION EXEMPTION
11     FOR THE DEPARTMENT OF HEALTH AND WELFARE DIVISION OF EARLY LEARNING AND
12     DEVELOPMENT; PROVIDING A TRANSFER LIMITATION EXEMPTION FOR THE DEPART-
13     MENT OF HEALTH AND WELFARE DIVISION OF YOUTH SAFETY AND PERMANENCY; PRO-
14     VIDING A TRANSFER LIMITATION EXEMPTION BETWEEN PROGRAMS FOR THE DEPART-
15     MENT OF HEALTH AND WELFARE DIVISION OF YOUTH SAFETY AND PERMANENCY AND
16     SOUTHWEST IDAHO TREATMENT CENTER PROGRAM FOR FISCAL YEAR 2027; PROVID-
17     ING FOR CONDITIONS, LIMITATIONS, AND RESTRICTIONS; PROVIDING A TRANS-
18     FER LIMITATION EXEMPTION BETWEEN THE DEPARTMENT OF HEALTH AND WELFARE
19     DIVISION OF YOUTH SAFETY AND PERMANENCY AND SOUTHWEST IDAHO TREATMENT
20     CENTER PROGRAM FOR FISCAL YEAR 2026; AND DECLARING AN EMERGENCY AND PRO-
21     VIDING EFFECTIVE DATES.
22 Be It Enacted by the Legislature of the State of Idaho:
23     SECTION 1. In addition to any other appropriation provided by law,
24 there is hereby appropriated to the Department of Health and Welfare Divi-
25 sion of Early Learning and Development the following amounts to be expended
26 according to the designated programs and expense classes from the listed
27 funds for the period July 1, 2026, through June 30, 2027:

13     SECTION 2. In addition to any other appropriation provided by law,
14 there is hereby appropriated to the Department of Health and Welfare Divi-
15 sion of Youth Safety and Permanency the following amounts to be expended ac-
16 cording to the designated programs and expense classes from the Cooperative
17 Welfare (General) Fund for the period July 1, 2026, through June 30, 2027:

25     SECTION 3. In addition to any other appropriation provided by law,
26 there is hereby appropriated to the Department of Health and Welfare Di-
27 vision of Family and Community Partnerships $180,000 from the Cooperative
28 Welfare (Federal) Fund to be expended for operating expenditures for the
29 period July 1, 2026, through June 30, 2027, for the purpose of the Kinship
30 Navigation Grant.
31     SECTION 4. FTP AUTHORIZATION. In addition to any other authorization
32 provided by law, the full-time equivalent position authorization provided
33 to the Department of Health and Welfare Division of Early Learning and De-
34 velopment is hereby increased by three (3.00) for the period July 1, 2026,
35 through June 30, 2027.
36     SECTION 5. REQUIRING A REPORT FOR THE IDAHO HOME VISITING PROGRAM. The
37 Department of Health and Welfare shall submit a report to the Joint Finance-
38 Appropriations Committee by December 31, 2026, identifying outcomes and re-
39 turn on investment for moneys appropriated for the Idaho Home Visiting Pro-
40 gram. The format and content of this report will be determined in consul-

1  tation with the Budget and Policy Analysis Division of the Legislative Ser-
2  vices Office.
3      SECTION 6. TRANSFER LIMITATION EXEMPTION. Notwithstanding any other
4  provisions of law to the contrary, the Department of Health and Welfare Di-
5  vision of Early Learning and Development may transfer moneys appropriated
6  for personnel costs and trustee and benefit payments pursuant to Section
7  67-3511, Idaho Code, for the period July 1, 2026, through June 30, 2027.
8      SECTION 7. TRANSFER LIMITATION EXEMPTION. Notwithstanding any other
9  provisions of law to the contrary, the Department of Health and Welfare
10 Division of Youth Safety and Permanency may transfer moneys appropriated
11 for personnel costs and trustee and benefit payments pursuant to Section
12 67-3511, Idaho Code, for the period July 1, 2026, through June 30, 2027.
13     SECTION 8. TRANSFER LIMITATION EXEMPTION. Notwithstanding any other
14 provisions of law to the contrary, the Department of Health and Welfare Divi-
15 sion of Youth Safety and Permanency is hereby exempted from the provisions
16 of Section 67-3511(2), Idaho Code, allowing unlimited transfers into the
17 Southwest Idaho Treatment Center Program for all moneys appropriated to the
18 division for the period July 1, 2026, through June 30, 2027.
19     SECTION 9. CONDITIONS, LIMITATIONS, AND RESTRICTIONS. Appropriations
20 made pursuant to this act are subject to the conditions, limitations, and re-
21 strictions specified in this act.
22     SECTION 10. TRANSFER LIMITATION EXEMPTION. Notwithstanding any other
23 provisions of law to the contrary, the Department of Health and Welfare Divi-
24 sion of Youth Safety and Permanency is hereby exempted from the provisions
25 of Section 67-3511(2), Idaho Code, allowing unlimited transfers into the
26 Southwest Idaho Treatment Center Program for all moneys appropriated to the
27 division for the period July 1, 2025, through June 30, 2026.
28      SECTION 11. An emergency existing therefor, which emergency is hereby
29 declared to exist, Section 10 of this act shall be in full force and effect on
30 and after passage and approval, and Sections 1 through 9 of this act shall be
31 in full force and effect on and after July 1, 2026.
