3      PROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE
4      FOR THE PUBLIC HEALTH SERVICES DIVISION FOR FISCAL YEAR 2027; REDUC-
5      ING THE APPROPRIATION FOR THE DEPARTMENT OF HEALTH AND WELFARE FOR THE
6      PUBLIC HEALTH SERVICES DIVISION FOR THE LABORATORY SERVICES PROGRAM
7      FOR FISCAL YEAR 2027; REDUCING THE APPROPRIATION FOR THE DEPARTMENT
8      OF HEALTH AND WELFARE FOR THE PUBLIC HEALTH SERVICES DIVISION FOR THE
9      HEALTH CARE POLICY INITIATIVES PROGRAM FOR FISCAL YEAR 2027; REDUCING
10     THE NUMBER OF AUTHORIZED FULL-TIME EQUIVALENT POSITIONS; REQUIRING A
11     REPORT FOR THE SUICIDE PREVENTION AND AWARENESS PROGRAM; REQUIRING A
12     REPORT FOR THE HIV PREVENTION AND SURVEILLANCE PROGRAM; REQUIRING A RE-
13     PORT FOR THE HEPATITIS PREVENTION AND SURVEILLANCE PROGRAM; REQUIRING A
14     REPORT FOR THE IMMUNIZATION ASSESSMENT FUND; REQUIRING A REPORT REGARD-
15     ING IMMIGRATION STATUS FOR THE HIV PREVENTION AND SURVEILLANCE PROGRAM;
16     PROVIDING FOR CONDITIONS, LIMITATIONS, AND RESTRICTIONS; AND DECLARING
17     AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.
18 Be It Enacted by the Legislature of the State of Idaho:
19      SECTION 1. In addition to any other appropriation provided by law,
20 there is hereby appropriated to the Department of Health and Welfare for the
21 Public Health Services Division the following amounts to be expended accord-
22 ing to the designated programs and expense classes from the listed funds for
23 the period July 1, 2026, through June 30, 2027:

14      SECTION 2. Notwithstanding any other provision of law to the contrary,
15 the appropriation made to the Department of Health and Welfare for the Public
16 Health Services Division for the Laboratory Services Program is hereby re-
17 duced by $78,400 for personnel costs from the Cooperative Welfare (Federal)
18 Fund for the period July 1, 2026, through June 30, 2027.
19      SECTION 3. Notwithstanding any other provision of law to the contrary,
20 the appropriation made to the Department of Health and Welfare for the Public
21 Health Services Division for the Health Care Policy Initiatives Program is
22 hereby reduced by the following amounts according to the designated expense
23 classes from the listed funds for the period July 1, 2026, through June 30,
24 2027.

1SECTION 4. FTP AUTHORIZATION. Notwithstanding any other authorization
2  provided by law, the full-time equivalent position authorization provided
3  to the Department of Health and Welfare for the Public Health Services Divi-
4  sion is hereby reduced by three (3.00) for the period July 1, 2026, through
5  June 30, 2027.
6SECTION 5. REQUIRING A REPORT FOR THE SUICIDE PREVENTION AND AWARENESS
7  PROGRAM. The Department of Health and Welfare shall submit a report to the
8  Joint Finance-Appropriations Committee by December 31, 2026, identifying
9  outcomes and return on investment for moneys appropriated for the Suicide
10 Prevention and Awareness Program. The format and content of this report will
11 be determined in consultation with the Budget and Policy Analysis Division
12 of the Legislative Services Office.
13     SECTION 6. REQUIRING A REPORT FOR THE HIV PREVENTION AND SURVEILLANCE
14 PROGRAM. The Department of Health and Welfare and the public health dis-
15 tricts shall submit a report to the Joint Finance-Appropriations Committee
16 by December 31, 2026, identifying outcomes and return on investment for
17 moneys appropriated for the HIV Prevention and Surveillance Program. The
18 format and content of this report will be determined in consultation with the
19 Budget and Policy Analysis Division of the Legislative Services Office.
20      SECTION 7. REQUIRING A REPORT FOR THE HEPATITIS PREVENTION AND SURVEIL-
21 LANCE PROGRAM. The Department of Health and Welfare shall submit a report to
22 the Joint Finance-Appropriations Committee by December 31, 2026, identify-
23 ing outcomes and return on investment for moneys appropriated for the Hep-
24 atitis Prevention and Surveillance Program. The format and content of this
25 report will be determined in consultation with the Budget and Policy Analy-
26 sis Division of the Legislative Services Office.
27     SECTION 8. REQUIRING A REPORT FOR THE IMMUNIZATION ASSESSMENT FUND. The
28 Department of Health and Welfare shall submit a report to the Joint Finance-
29 Appropriations Committee by December 31, 2026, identifying the vaccine uti-
30 lization rate and a cost-savings analysis for the State of Idaho and ser-
31 vice providers regarding vaccines purchased using the Immunization Assess-
32 ment Fund. The format and content of this report will be determined in con-
33 sultation with the Budget and Policy Analysis Division of the Legislative
34 Services Office.
35      SECTION 9. REQUIRING A REPORT REGARDING IMMIGRATION STATUS FOR THE HIV
36 PREVENTION AND SURVEILLANCE PROGRAM. The Department of Health and Welfare
37 shall compile a report from the public health districts to submit to the
38 Joint Finance-Appropriations Committee by December 31, 2026, on the docu-
39 mented immigration status of individuals utilizing HIV prevention services
40 through the HIV Prevention and Surveillance Program. The format and content
41 of this report will be determined in consultation with the Budget and Policy
42 Analysis Division of the Legislative Services Office.

1      SECTION 10. CONDITIONS, LIMITATIONS, AND RESTRICTIONS. Appropriati-
2 ons made pursuant to this act are subject to the conditions, limitations, and
3 restrictions specified in this act.
4     SECTION 11. An emergency existing therefor, which emergency is hereby
5 declared to exist, this act shall be in full force and effect on and after
6 July 1, 2026.
