4 SYNOPSIS:
5This bill would require the Commissioner of
6Agriculture and Industries to establish the Family Farm
7Resilience and Revenue Stabilization Program within the
8Department of Agriculture and Industries to provide
9bridge gaps and revenue gap payments to eligible family
10farms during times of economic shock.
11This bill would establish the Family Farm
12Resilience Fund within the State Treasury to be used by
13the commissioner to administer the program.
14This bill would require the commissioner to
15provide an annual report to the Governor and
16Legislature detailing funds distributed under the
17program and any proposed legislative action.
18This bill would also require the department to
19adopt rules to administer this act.

27Relating to agriculture investment; to require the
28 Commissioner of Agriculture and Industries to establish the

29 Family Farm Resilience and Revenue Stabilization Program to
30 provide funds to family farms during economic shock; to
31 establish the Family Farm Resilience Fund within the State
32 Treasury from which the commissioner shall administer the
33 program; to require the commissioner to annually report to the
34 Governor and Legislature funds distributed pursuant to the
35 program; and to require the department to adopt rules to
36 administer the program.
37 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
38Section 1. This act shall be known and may be cited as
39 the Family Farm Resilience and Revenue Stabilization Act.
40Section 2. For purposes of this act, the following
41 terms have the following meanings:
42(1) ECONOMIC SHOCK. Any of the following:
43a. A decline of 20 percent or more in the statewide
44 average price of a primary agricultural commodity within a
45 90-day period;
46b. Documented trade retaliation or export restriction
47 affecting a primary state commodity;
48c. A documented increase of 25 percent or more in core
49 agricultural input costs within a six-month period; or
50d. A state of emergency declared by the Governor by
51 proclamation that materially affects agricultural production.
52(2) FAMILY FARM. An agricultural operation that:
53a. Is primarily owned by one or more state residents;
54b. Is actively managed by the owner or his or her
55 immediate family; and
56c. Has an annual gross income of not more than one

57 million dollars ($1,000,000) for the preceding calendar year.
58Section 3. (a) The Family Farm Resilience Fund is
59 established in the State Treasury from which the Commissioner
60 of Agriculture and Industries shall administer this act. The
61 fund shall consist of any monies appropriated by the
62 Legislature and any voluntary contributions, gifts, and
63 grants.
64(b) Monies deposited into the fund shall be disbursed
65 only upon warrants of the Comptroller drawn upon the State
66 Treasury on itemized vouchers approved by the commissioner. No
67 monies shall be withdrawn or expended except as budgeted and
68 allocated according to Article 4 of Chapter 4 and Chapter 19
69 of Title 41, Code of Alabama 1975, and only in amounts as
70 stipulated in the general appropriations act, other
71 appropriations acts, or this section. At the end of each
72 fiscal year, any unencumbered balance in the fund shall not
73 revert to the State General Fund under Section 41-4-93, Code
74 of Alabama 1975.
75Section 4. (a) The Commissioner of Agriculture and
76 Industries shall establish the Family Farm Resilience and
77 Revenue Stabilization Program within the Department of
78 Agriculture and Industries to distribute both of the following
79 to eligible family farms during economic shock:
80(1) Bridge grants that shall not exceed 15 percent of
81 the annual gross income of a farm for the preceding calendar
82 year.
83(2) Revenue gap payments that shall be calculated
84 against a three-year rolling revenue average of a farm.

85(b) Total assistance distributed to a farm pursuant to
86 this act shall not exceed one hundred forty thousand dollars
87 ($140,000) annually.
88Section 5. The Commissioner of Agriculture and
89 Industries, not later than the first legislative day of each
90 regular session of the Legislature, shall submit to the
91 Governor, the President Pro Tempore of the Senate, the Senate
92 Minority Leader, the Speaker of the House of Representatives,
93 and the House Minority Leader a report detailing all funds
94 distributed pursuant to this act and any proposed legislative
95 action.
96Section 6. The Department of Agriculture and Industries
97 shall adopt rules to administer this act, including criteria
98 for eligible family farms.
99Section 7. This act shall become effective on October
100 1, 2026.
