CARTER ON BEING SELECTED AS6 THE 2026 MARION MILITARY INSTITUTE ALUMNUS OF THE YEAR.78WHEREAS, it is an honor to extend highest9 commendations to United States Army Reserve Retired10 Brigadier General (BG) Vandiver H. Carter on being selected11 as the 2026 Marion Military Institute (MMI) Alumnus of the12 Year; and13WHEREAS, this honor reflects not only BG Carter's14 accomplishments as an alumnus but also his extraordinary and15 sustained commitment to the Institute; over the past 1516 years of service on the MMI Board of Trustees, he has17 provided steady leadership, wise counsel, and unwavering18 advocacy for MMI's mission; his dedication to ensuring the19 continued strength and relevance of MMI has made a lasting20 impact on the institution and the Corps of Cadets it serves;21 and22WHEREAS, Brigadier General Vandiver H. Carter, USAR23 was born in Selma, Alabama, and graduated from Albert G.24 Parrish High School in May 1961; after joining the Alabama25 Army National Guard in November, he entered basic training26 in March 1962; upon completion of his six-month tour of27 duty, he entered Marion Military Institute in September; and28WHEREAS, after attending MMI for one year, hePage 1SJR114 Enrolled29 returned to Selma and started a construction company and30 investment company with Carter and Smith Realty; in March31 1966, he attended Officer Candidate School at Fort Benning,32 Georgia, and was commissioned a second lieutenant in July;33 in 1968, he completed the Officer Basic Course at Fort34 Eustis, Virginia, and returned to the Alabama Army National35 Guard; in July 1969, he returned to active duty and, after36 completion of airborne training, was assigned to the 82nd37 Airborne Division, with tours of duty in the XVIII ABN Corps38 and VII Special Forces Group; and39WHEREAS, upon completing his two-year tour of duty,40 he returned to the Alabama Army National Guard and continued41 his business career with Carter and Smith Realty; and42WHEREAS, BG Carter's first assignment in the Guard43 was as a platoon leader with a transportation company, and44 later he was promoted to company commander in the45 Headquarters Company of the 135th Supply and Transportation46 Battalion; after being promoted to Major, he served in staff47 positions as S-1, S-2/3, and S-4 of the 122nd Support Group48 in Selma; and49WHEREAS, later, he was assigned to the 135th S and S50 Battalion in Jasper, and then promoted to Lieutenant Colonel51 and given command of the 440th Ordinance Battalion in52 Camden; after three years as Commander of the 440th53 Battalion, he was reassigned as Executive Officer of the54 226th Support Group in Mobile, and at the conclusion of that55 assignment, was promoted to Colonel and Commander of the56 122nd Support Group in Selma, for a three-year tour of duty;Page 2SJR114 Enrolled57 at the completion of his three-year tour, he was assigned as58 a Security and Plans Officer in the 167th Corps Support59 Group in Birmingham; in July 1994, he was promoted to60 Brigadier General and assigned as Chief of Staff of the61 167th Corps Support Group; he retired in February 1998 after62 serving in the military for 37 years; and63WHEREAS, BG Carter graduated from the Air University64 in 1991, the National Defense University in 1990, the65 University of the State of New York in 1987, and the Command66 and General Staff College in 1974; and67WHEREAS, simultaneously with his military career, he68 has served his church and community in countless ways; he69 and his wife of 60 years, Marian, have reared three70 daughters and are so proud of their seven grandchildren; now71 therefore,72BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH73 HOUSES THEREOF CONCURRING, That United States Army Reserve74 Retired Brigadier General Vandiver H.
