5 BRIGADIER GENERAL VANDIVER H. CARTER ON BEING SELECTED AS
6 THE 2026 MARION MILITARY INSTITUTE ALUMNUS OF THE YEAR.
7
8WHEREAS, it is an honor to extend highest
9 commendations to United States Army Reserve Retired
10 Brigadier General (BG) Vandiver H. Carter on being selected
11 as the 2026 Marion Military Institute (MMI) Alumnus of the
12 Year; and
13WHEREAS, this honor reflects not only BG Carter's
14 accomplishments as an alumnus but also his extraordinary and
15 sustained commitment to the Institute; over the past 15
16 years of service on the MMI Board of Trustees, he has
17 provided steady leadership, wise counsel, and unwavering
18 advocacy for MMI's mission; his dedication to ensuring the
19 continued strength and relevance of MMI has made a lasting
20 impact on the institution and the Corps of Cadets it serves;
21 and
22WHEREAS, Brigadier General Vandiver H. Carter, USAR
23 was born in Selma, Alabama, and graduated from Albert G.
24 Parrish High School in May 1961; after joining the Alabama
25 Army National Guard in November, he entered basic training
26 in March 1962; upon completion of his six-month tour of
27 duty, he entered Marion Military Institute in September; and
28WHEREAS, after attending MMI for one year, he

29 returned to Selma and started a construction company and
30 investment company with Carter and Smith Realty; in March
31 1966, he attended Officer Candidate School at Fort Benning,
32 Georgia, and was commissioned a second lieutenant in July;
33 in 1968, he completed the Officer Basic Course at Fort
34 Eustis, Virginia, and returned to the Alabama Army National
35 Guard; in July 1969, he returned to active duty and, after
36 completion of airborne training, was assigned to the 82nd
37 Airborne Division, with tours of duty in the XVIII ABN Corps
38 and VII Special Forces Group; and
39WHEREAS, upon completing his two-year tour of duty,
40 he returned to the Alabama Army National Guard and continued
41 his business career with Carter and Smith Realty; and
42WHEREAS, BG Carter's first assignment in the Guard
43 was as a platoon leader with a transportation company, and
44 later he was promoted to company commander in the
45 Headquarters Company of the 135th Supply and Transportation
46 Battalion; after being promoted to Major, he served in staff
47 positions as S-1, S-2/3, and S-4 of the 122nd Support Group
48 in Selma; and
49WHEREAS, later, he was assigned to the 135th S and S
50 Battalion in Jasper, and then promoted to Lieutenant Colonel
51 and given command of the 440th Ordinance Battalion in
52 Camden; after three years as Commander of the 440th
53 Battalion, he was reassigned as Executive Officer of the
54 226th Support Group in Mobile, and at the conclusion of that
55 assignment, was promoted to Colonel and Commander of the
56 122nd Support Group in Selma, for a three-year tour of duty;

57 at the completion of his three-year tour, he was assigned as
58 a Security and Plans Officer in the 167th Corps Support
59 Group in Birmingham; in July 1994, he was promoted to
60 Brigadier General and assigned as Chief of Staff of the
61 167th Corps Support Group; he retired in February 1998 after
62 serving in the military for 37 years; and
63WHEREAS, BG Carter graduated from the Air University
64 in 1991, the National Defense University in 1990, the
65 University of the State of New York in 1987, and the Command
66 and General Staff College in 1974; and
67WHEREAS, simultaneously with his military career, he
68 has served his church and community in countless ways; he
69 and his wife of 60 years, Marian, have reared three
70 daughters and are so proud of their seven grandchildren; now
71 therefore,
72BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
73 HOUSES THEREOF CONCURRING, That United States Army Reserve
74 Retired Brigadier General Vandiver H. Carter is highly
75 commended for being selected as the 2026 Marion Military
76 Institute Alumnus of the Year, and this resolution serves as
77 a tribute to him, along with sincere best wishes for
78 continued success in all future endeavors.
