A bill for an act
relating to capital investment; appropriating money to Saint Paul Regional Water
Services for improvements to the Fridley pump station and to replace lead drinking
water service lines; authorizing the sale and issuance of state bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. SAINT PAUL REGIONAL WATER SERVICES; FRIDLEY PUMP
STATION.
Subdivision 1. Appropriation. $3,500,000 is appropriated from the bond proceeds fund
to the Public Facilities Authority for a grant to Saint Paul Regional Water Services to design,
construct, and equip the rehabilitation and replacement of aging and failing infrastructure
at the Fridley pump station site. This appropriation includes major projects to repair or
replace electrical, mechanical, and piping systems; replacement of standpipe and sluice
gates; sump pump system improvements; and water pump and motor upgrades.
Subd. 2. Bond sale. To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $3,500,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
EFFECTIVE DATE. This section is effective the day following final enactment.

Saint Paul Regional Water Services to remove and replace lead drinking water service lines.
This appropriation must be used for qualified capital projects.
Subd. 2. Bond sale. To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $....... in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
