       WHEREAS, May 25th has been nationally recognized as National Missing Children's
 2 Day since 1983 and internationally recognized as International Missing Children's Day since
 3 2001; and

5WHEREAS, National Missing Children's Day was established in honor of Etan Patz,
 6 a six-year-old boy who disappeared on his way to school in New York City in 1979 and
 7 whose case became a symbol of the movement to protect missing children in the United
 8 States; and

10WHEREAS, the National Center for Missing & Exploited Children (NCMEC) was
11 established by John and Revé Walsh after the abduction and murder of their six-year-old son
12 Adam when they channeled their painful experience of losing Adam to create NCMEC in
13 1984; and
14
15WHEREAS, today, NCMEC operates 16 Congressionally designated programs to
16 find missing children, reduce child sexual exploitation, and prevent child victimization; and
17
18WHEREAS, in 2025, NCMEC has received over 130,000 calls related to missing and
19 exploited children through its national toll-free hotline, 1-800-THE-LOST® (1-800-843-
20 5678); and
21
22WHEREAS, in 2025, NCMEC received more than 32,000 reports of missing
23 children, including 1,458 reports of missing children from Missouri; and
24
25WHEREAS, NCMEC manages the AMBER Alert Secondary Distribution Program,
26 and as of December 2025 more than 1,300 children have been recovered as a result of
27 AMBER Alert activations; and

29WHEREAS, NCMEC supports the resolution of long-term missing children’s cases
30 by creating age progression images and facial and skull reconstructions; assisting in biometric
31 collection and analysis; and engaging the public to identify unknown deceased children
32 through the Help ID Me initiative:

34NOW THEREFORE BE IT RESOLVED that we, the members of the Missouri
35 House of Representatives, One Hundred Third General Assembly, Second Regular Session,
36 hereby pause in our deliberations to proclaim May 25, 2026, as Missing Children’s Day in the
37 State of Missouri, recognizing the efforts of families, law enforcement, and organizations
38 such as NCMEC that work to bring missing children home and recognize that every child
39 deserves a safe childhood.
