hr5633/introduced.txtSECOND REGULAR SESSIONHOUSE RESOLUTION NO. 5633103RD GENERAL ASSEMBLYINTRODUCED BY REPRESENTATIVE LEWIS.7552H.01I JOSEPH ENGLER, Chief ClerkWHEREAS, May 25th has been nationally recognized as National Missing Children's2 Day since 1983 and internationally recognized as International Missing Children's Day since3 2001; and45WHEREAS, National Missing Children's Day was established in honor of Etan Patz,6 a six-year-old boy who disappeared on his way to school in New York City in 1979 and7 whose case became a symbol of the movement to protect missing children in the United8 States; and910WHEREAS, the National Center for Missing & Exploited Children (NCMEC) was11 established by John and Revé Walsh after the abduction and murder of their six-year-old son12 Adam when they channeled their painful experience of losing Adam to create NCMEC in13 1984; and1415WHEREAS, today, NCMEC operates 16 Congressionally designated programs to16 find missing children, reduce child sexual exploitation, and prevent child victimization; and1718WHEREAS, in 2025, NCMEC has received over 130,000 calls related to missing and19 exploited children through its national toll-free hotline, 1-800-THE-LOST® (1-800-843-20 5678); and2122WHEREAS, in 2025, NCMEC received more than 32,000 reports of missing23 children, including 1,458 reports of missing children from Missouri; and2425WHEREAS, NCMEC manages the AMBER Alert Secondary Distribution Program,26 and as of December 2025 more than 1,300 children have been recovered as a result of27 AMBER Alert activations; and28HR 5633 229WHEREAS, NCMEC supports the resolution of long-term missing children’s cases30 by creating age progression images and facial and skull reconstructions; assisting in biometric31 collection and analysis; and engaging the public to identify unknown deceased children32 through the Help ID Me initiative:3334NOW THEREFORE BE IT RESOLVED that we, the members of the Missouri35 House of Representatives, One Hundred Third General Assembly, Second Regular Session,36 hereby pause in our deliberations to proclaim May 25, 2026, as Missing Children’s Day in the37 State of Missouri, recognizing the efforts of families, law enforcement, and organizations38 such as NCMEC that work to bring missing children home and recognize that every child39 deserves a safe childhood.✔
