1.1A bill for an act
1.2relating to transit; requiring notice to the legislature regarding certain light rail
1.3transit project changes; amending Minnesota Statutes 2024, sections 473.3993,
1.4subdivision 1; 473.3999, by adding a subdivision.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6Section 1. Minnesota Statutes 2024, section 473.3993, subdivision 1, is amended to read:
1.7Subdivision 1. Application. The definitions in this section apply to sections 473.3993
1.8to 473.3997 473.3999.
1.9Sec. 2. Minnesota Statutes 2024, section 473.3999, is amended by adding a subdivision
1.10to read:
1.11Subd. 5. Notice to legislature. (a) For purposes of this subdivision, "reference date"
1.12means the earliest date on which a light rail transit project has:
1.13(1) a total project cost estimate;
1.14(2) a schedule that includes an estimated date for substantial completion of construction;
1.15and
1.16(3) federal approval to enter the engineering phase or has commenced similar final design
1.17activities.
1.18(b) For a light rail transit project, a responsible authority must submit a notification to
1.19the chairs and ranking minority members of the legislative committees with jurisdiction
1.20over transportation policy and finance within seven calendar days of a determination that:

2.1     (1) the total project cost estimate is increased or expected to increase by five percent or
2.2 more above the total project cost estimate (i) most recently specified, or (ii) specified as of
2.3 the reference date; or
2.4     (2) the anticipated substantial completion date is delayed by six months or more beyond
2.5 the completion date (i) most recently specified, or (ii) specified as of the reference date.
2.6     (c) At a minimum, the notification must include an overview of the project cost estimate
2.7 and schedule and an explanation of the reasons for a change in project cost, delay, or both.
2.8     (d) The requirements in this subdivision apply to a light rail transit project for which a
2.9 reference date is applicable.
