1.1A bill for an act
1.2relating to capital investment; appropriating money for research and educational
1.3dairy facilities at the University of Minnesota West Central Research and Outreach
1.4Center; authorizing the sale and issuance of state bonds.
1.5    BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6Section 1. UNIVERSITY OF MINNESOTA WEST CENTRAL RESEARCH AND
1.7    OUTREACH CENTER.
1.8Subdivision 1. Appropriation. $20,000,000 is appropriated from the bond proceeds
1.9    fund to the Board of Regents of the University of Minnesota for research and educational
1.10   dairy facilities at the University of Minnesota West Central Research and Outreach Center.
1.11   Of this amount, $7,740,000 is for phase 1 of this project, to design, construct, furnish, and
1.12   equip upgrades for the HVAC system; renovate the utility room, staff restrooms, and shower
1.13   rooms; construct a new truck weigh station and transfer alley; and equip a milking facility,
1.14   including robotic or autonomous milking and sanitation equipment, feed mills, and grain
1.15   storage facilities. Of this amount, $12,260,000 is for phase 2 of this project, to design,
1.16   construct, furnish, and equip a new building on the site with a cow milking parlor, veterinary
1.17   treatment area, feeding area, and holding area and areas for research, education, and
1.18   administrative functions to support the facility. Phase 2 further includes the construction of
1.19   concrete pads, road access, utilities, and manure and waste water containment facilities on
1.20   the site.
1.21Subd. 2. Bond sale. To provide the money appropriated in this section from the bond
1.22   proceeds fund, the commissioner of management and budget shall sell and issue bonds of
1.23   the state in an amount up to $20,000,000 in the manner, upon the terms, and with the effect

2.1 prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
2.2 Constitution, article XI, sections 4 to 7.
2.3     EFFECTIVE DATE. This section is effective the day following final enactment.
