    of Joanne M. Comerford, Susannah M. Whipps and Paul W. Mark for legislation to clarify the
    operation of the Franklin Regional Council of Governments. Municipalities and Regional
    Government.

    An Act clarifying the operation of the Franklin Regional Council of Governments.
  Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
    of the same, as follows:
1  Notwithstanding section 567 of chapter 151 of the acts of 1996 or any other general or
2   special law to the contrary, there shall be a Franklin Regional Council of Governments. The
3   council shall act as the regional body politic and corporate for municipalities within Franklin
4   county and any municipality that is granted membership by the council. The council shall
5   operate in accordance with a charter pursuant to section 20 of chapter 34B of the General Laws.
