1A RESOLUTION adjourning the Senate in honor and loving memory of Frances
2 Smith Coleman.
3WHEREAS, Frances Smith Coleman was born on February 27, 1962, to the late
4 John Henry Smith and Evelyn Adams Smith; and
5WHEREAS, Frances Smith Coleman was a strong believer who was baptized and
6 confirmed as a member of St. Francis Catholic Church and developed an affinity for the
7 Primitive Baptist Church; and
8WHEREAS, Frances Smith Coleman loved tennis from an early age and continued
9 to play and provide private lessons to children and adults throughout her adult life. She
10 was the first coach of the women's tennis team at Pikeville College, now the University
11 of Pikeville. Later, she served on the board of directors of the Pikeville Area YMCA for
12 many years and was a member of the Pikeville Woman's Club and the Pike County
13 Democratic Women's Club; and
14WHEREAS, Frances Smith Coleman passed prematurely from this life on May 11,
15 2025, from kidney failure and cancer; and
16WHEREAS, the passing of Frances Smith Coleman leaves an unfillable void in the
17 hearts of her family, friends, the community of Pikeville, and all who knew her; and
18WHEREAS, Frances Smith Coleman is survived by her loving husband of 38 years,
19 Judge Eddy Coleman; daughter, Tabatha Beach (Dr. Philip) Leipprandt; aunt, Ina Kay
20 Donaldson; two brothers, Lee (Karen) Smith, and Tom (Michelle) Smith; two brothers-
21 in-law, Gary (Holly) Coleman, and Charles Coleman; nephew-in-law, Gary Jr. (Sue)
22 Coleman; four nieces, Candice Smith, Stephanie (Jordan) Justice, Fallon (Mac) Hall, and
23 Caroline Smith; great nephew, Jett Justice; great niece, Story Justice; cousin and dinner
24 partner, Bennett West; and many other relatives and friends who loved her dearly;
25NOW, THEREFORE,
26 Be it resolved by the Senate of the General Assembly of the Commonwealth of
27 Kentucky:

1Section 1. The Senate expresses its most profound sympathy upon the passing
2 of Frances Smith Coleman, and extends its heartfelt condolences to her family, friends,
3 and community in this time of loss.
4Section 2.       When the Senate adjourns this day, it does so in honor and loving
5 memory of Frances Smith Coleman.
6Section 3.        The Clerk of the Senate is directed to transmit a copy of this
7 Resolution to Senator Phillip Wheeler for presentation to the family of Frances Smith
8 Coleman.
