No. 497304/16/2026 Authored by Luger-Nikolai and PursellThe bill was read for the first time and referred to the Committee on Transportation Finance and Policy1.1A bill for an act1.2relating to transportation; establishing Minnesota Main Streets special license1.3plates; appropriating money; proposing coding for new law in Minnesota Statutes,1.4chapter 168.1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:1.6Section 1. [168.1257] MINNESOTA MAIN STREETS PLATES.1.7Subdivision 1. Issuance of plates. The commissioner must issue Minnesota Main Streets1.8special plates or a single motorcycle plate to an applicant who:1.9(1) is a registered owner of a passenger automobile, noncommercial one-ton pickup1.10truck, motorcycle, or recreational vehicle;1.11(2) pays a fee in the amount specified under section 168.12, subdivision 5, for each set1.12of plates, along with any other fees required by this chapter;1.13(3) pays the registration tax as required under section 168.013;1.14(4) contributes a minimum of $30 annually to the Minnesota Main Streets account; and1.15(5) complies with this chapter and rules governing registration of motor vehicles and1.16licensing of drivers.1.17Subd. 2. Design. In consultation with the commissioner of employment and economic1.18development, the commissioner must adopt a suitable plate design that includes the phrase1.19"Legendary Landmarks" to evoke the historic sites, commercial districts, and other landmarks1.20that reflect the variety of Minnesota's communities.Section 1. 103/02/26 REVISOR KRB/EN 26-074602.1 Subd. 3. Plates transfer. On application to the commissioner and payment of a transfer2.2 fee of $5, special plates issued under this section may be transferred to another motor vehicle2.3 if the subsequent vehicle is:2.4 (1) qualified under subdivision 1, clause (1), to bear the special plates; and2.5 (2) registered to the same individual to whom the special plates were originally issued.2.6 Subd. 4. Exemption. Special plates issued under this section are not subject to section2.7 168.1293, subdivision 2.2.8 Subd. 5. Contributions; account; appropriation. Contributions collected under2.9 subdivision 1, clause (4), must be deposited in the Minnesota Main Streets account, which2.10 is established in the special revenue fund. Money in the account is annually appropriated2.11 to the commissioner of public safety. The appropriation is first for the annual cost of2.12 administering the account, and the remainder is for distribution to Rethos exclusively for2.13 the Minnesota Main Streets program.2.14 EFFECTIVE DATE. This section is effective January 1, 2027, for Minnesota Main2.15 Streets plates issued on or after that date.Section 1. 2
