The act of March 10, 1949 (P.L.30, No.14), known11 as the Public School Code of 1949, is amended by adding a12 section to read:13 Section 1855.1. Career and Technical Education Curriculum14 Modernization Grant Program.--(a) The Career and Technical15 Education Curriculum Modernization Grant Program is established16 within the department to provide grants to school entities to17 purchase, implement and retain either:18 (1) a digital curriculum instructional platform; or19 (2) printed or written curriculum that meets the standards20 for modernizing career and technical education in this1 Commonwealth.2 (b) Grants awarded under the program shall be distributed3 upon application by eligible school entities and approved by the4 department in an amount calculated as follows:5 (1) A base amount of one thousand dollars ($1,000).6 (2) A per-student amount calculated as follows:7 (i) Multiply the average daily membership in approved career8 and technical education programs for the most recent year9 available for each area career and technical school or school10 district that has been approved for funding by the department by11 the difference between the amount appropriated for career and12 technical education curriculum grants and the sum of the funding13 distributed under paragraph (1) to all area career and technical14 schools and school districts.15 (ii) Divide the product from subparagraph (i) by the sum of16 the average daily membership in approved career and technical17 education programs for the most recent year available for all18 area career and technical schools or school districts that have19 been approved for funding by the department.20 (c) (1) No later than sixty days after the effective date21 of this subsection, the department shall make available an22 application for grants under this section.23 (2) The information required to be submitted on an24 application shall be limited to:25 (i) The name, address, email address and telephone number of26 the school entity.27 (ii) The name, address, email address and telephone number28 of an employe of the school entity who shall serve as the29 contact for the application.30 (iii) A description of the digital curriculum resources or20260HB2425PN3226 - 2 -1 platform, or written or printed curriculum resources or2 platform, for which the grant money will be used.3 (iv) The date on which the occupational advisory committee4 recommended the purchase under subparagraph (iii).5 (v) Certification by the applicant that the grant money will6 be used for the stated purpose.7 (d) (1) The department may only consider the application8 information submitted under subsection (c)(2) for grant9 approval.10 (2) School entities that complete the application as11 required under subsection (c)(2) shall be awarded a grant in the12 amount prescribed under subsection (b).13 (e) Digital, printed or written instructional platforms14 purchased under the program shall include common digital15 curriculum resources available, including:16 (1) Instructional strategies and guided lesson plans.17 (2) Multimedia instructional content.18 (3) Digital lessons, including e-books and digital19 textbooks.20 (4) Multiple instructional delivery methods which may21 include face-to-face, self-paced and distance or hybrid22 learning.23 (5) Guided projects and activities to incorporate hands-on24 application of skills.25 (6) Reporting features to provide data on student progress.26 (7) Guidance for students to obtain industry-recognized27 certifications.28 (f) As used in this section, the following words and phrases29 shall have the meanings given to them in this subsection unless30 the context clearly indicates otherwise:20260HB2425PN3226 - 3 -1 "Department" means the Department of Education of the2 Commonwealth.3 "Occupational advisory committee" means an occupational4 advisory committee established under 22 Pa. Code Ch. 3395 (relating to vocational education).6 "Program" means the Career and Technical Education Curriculum7 Modernization Grant Program established under subsection (a).8 "School entity" means a school district or intermediate unit9 with an approved career and technical education program or area10 career and technical school located in this Commonwealth.11 Section 2.
