1.1A bill for an act
1.2relating to economic development; appropriating money for an analysis of the
1.3statewide economic impact of increased immigration enforcement in Minnesota;
1.4requiring a report.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6Section 1. ANALYSIS OF ECONOMIC IMPACT FROM INCREASED
1.7IMMIGRATION ENFORCEMENT IN MINNESOTA.
1.8(a) $250,000 in fiscal year 2027 is appropriated from the general fund to the commissioner
1.9of employment and economic development to conduct a comprehensive analysis of the
1.10statewide economic impact of increased immigration enforcement beginning in 2025,
1.11including operations associated with Operation Metro Surge launched in December 2025,
1.12on Minnesota's workforce, small businesses, and statewide economy. This is a onetime
1.13appropriation.
1.14(b) The analysis must include but is not limited to evaluation of:
1.15(1) impacts on labor force participation, workforce availability, and workforce shortages
1.16across sectors of Minnesota's economy;
1.17(2) impacts on small businesses and microbusinesses, including family-owned,
1.18immigrant-owned, and locally owned businesses, with consideration of workforce availability,
1.19hiring challenges, operational costs, business continuity, and long-term business
1.20sustainability;
1.21(3) sector-specific impacts on industries including agriculture, food processing,
1.22construction, health care, hospitality, manufacturing, transportation, and retail;

2.1      (4) impacts on business operations, supply chains, productivity, and business closures
2.2  or relocations;
2.3      (5) regional economic impacts across Minnesota, including comparisons across counties
2.4  and between rural, suburban, and urban communities and regional labor markets, to the
2.5  extent practicable; and
2.6      (6) impacts on consumer spending, state and local tax revenue, and overall economic
2.7  output.
2.8      (c) The analysis may incorporate relevant data and information from academic institutions,
2.9  Minnesota businesses, state agencies, and other available economic data sources. The
2.10 commissioner may solicit proposals and contract with a nonpartisan third party to prepare
2.11 the report.
2.12     (d) By February 1, 2027, the commissioner must submit the analysis in a report to the
2.13 chairs and ranking minority members of the legislative committees with jurisdiction over
2.14 workforce and economic development.
