                               AN ACT
1 Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
2    act relating to the public school system, including certain
3    provisions applicable as well to private and parochial
4    schools; amending, revising, consolidating and changing the
5    laws relating thereto," in certification of teachers, further
6    providing for State certificate fee reduction.; AND, IN       <--
7    KEYSTONE TELEPRESENCE EDUCATION GRANT PROGRAM, FURTHER
8    PROVIDING FOR KEYSTONE TELEPRESENCE EDUCATION GRANT PROGRAM.
9    The General Assembly of the Commonwealth of Pennsylvania
10 hereby enacts as follows:
11    Section 1.    Section 1203.1 of the act of March 10, 1949
12 (P.L.30, No.14), known as the Public School Code of 1949, added
13 November 12, 2025 (P.L.244, No.47), is amended to read:
14    Section 1203.1.    State Certificate Fee Reduction.--
15 Certificate fees assessed by the Department of Education related
16 to the review of certificate eligibility for issuance of
17 certificates under section 1201 may not be more than fifty
18 dollars ($50). Except for professional educator discipline fees
19 collected by the department, all certificate fees shall be
20 deposited into the Talent Recruitment Account established under
1 section 1505-K.
2    SECTION 2.     SECTION 1503-J(D) OF THE ACT IS AMENDED AND THE   <--
3 SECTION IS AMENDED BY ADDING A SUBSECTION TO READ:
4 SECTION 1503-J.    KEYSTONE TELEPRESENCE EDUCATION GRANT PROGRAM.

6    (D)   ALLOCATION.--TO AWARD GRANTS UNDER THE PROGRAM, THE
7 DEPARTMENT [SHALL] MAY USE UP TO $300,000 ANNUALLY OF
8 UNDISTRIBUTED FUNDS NOT EXPENDED, ENCUMBERED OR COMMITTED FROM
9 APPROPRIATIONS FOR GRANTS AND SUBSIDIES MADE TO THE DEPARTMENT
10 TO AWARD GRANTS. THE FUNDS SHALL BE TRANSFERRED BY THE SECRETARY
11 OF THE BUDGET TO A RESTRICTED ACCOUNT AS NECESSARY TO AWARD
12 GRANTS AND, WHEN TRANSFERRED, ARE APPROPRIATED TO CARRY OUT THE
13 PROVISIONS OF THIS ARTICLE.

15    (F)   TRANSFER.--THE SECRETARY OF THE BUDGET SHALL TRANSFER
16 $1,394,560.19 FROM THE RESTRICTED ACCOUNT UNDER SUBSECTION (D)
17 TO THE TALENT RECRUITMENT ACCOUNT ESTABLISHED UNDER SECTION
18 1505-K(A).
19    Section 2 3.     This act shall take effect in 60 days.  <--
