pr260648/enrolled.txtENROLLED ORIGINALA RESOLUTION26-390IN THE COUNCIL OF THE DISTRICT OF COLUMBIAMay 5, 2026To declare the existence of an emergency with respect to the need to approve Modification Nos.40, 41, 42, and 43 to Contract No. DCRL-2021-C-0034 with the National Center forChildren and Families, and to authorize payment for the goods and services received andto be received under the contract.RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That thisresolution may be cited as the “Modification Nos. 40, 41, 42, and 43 to Contract No. DCRL-2021-C-0034 with the National Center for Children and Families Approval and PaymentAuthorization Emergency Declaration Resolution of 2026”.Sec. 2. (a) There exists an immediate need to approve Modification Nos. 40, 41, 42, and43 to Contract No. DCRL-2021-C-0034 with the National Center for Children and Families(“NCCF”) for temporary safe haven placement services, and to authorize payment for the goodsand services received and to be received under the Contract.(b) On March 11, 2026, the Child and Family Services Agency (“CFSA”) executedModification No. 40 to update the pricing schedule to include $999,999.99 for an 18-day sole-source extension of the contract.(c) On March 11, 2026, CFSA executed Modification No. 41 to exercise an 18-day solesource extension for the period March 17, 2026, through April 3, 2026, in the not-to-exceedamount of $999,999.99.(d) Modification No. 42 would update the pricing schedule to include $10,099,308.12 fora 180-day sole source extension of the contract.(e) Modification No. 43 would exercise a 180-day sole source extension for the periodApril 4, 2026, through September 30, 2026, in the not-to-exceed amount of $10,099,308.12. Thetotal not-to-exceed amount for the period March 17, 2026, through September 30, 2026, is$11,099,308.11.(f) Under section 451(b)(1) of the District of Columbia Home Rule Act, approvedDecember 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval isnecessary because the modifications will increase the value of the contract by more than $1million during a 12-month period.1ENROLLED ORIGINAL(g) Council approval is necessary to allow the continuation of these vital services.Without Council approval, NCCF cannot be paid for goods and services provided in excess of $1million for the period March 17, 2026, through September 30, 2026.Sec. 3. The Council of the District of Columbia determines that the circumstancesenumerated in section 2 constitute emergency circumstances making it necessary that theModification Nos. 40, 41, 42, and 43 to Contract No. DCRL-2021-C-0034 with the NationalCenter for Children and Families Approval and Payment Authorization Emergency Act of 2026be adopted after a single reading.Sec. 4. This resolution shall take effect immediately.2
