(Public)Sponsors: Representatives Lopez, Johnson-Hostler, Cohn, and Jeffers (Primary Sponsors).For a complete list of sponsors, refer to the North Carolina General Assembly web site.Referred to: Rules, Calendar, and Operations of the HouseApril 29, 20261A BILL TO BE ENTITLED2 AN ACT TO APPROPRIATE FUNDS TO THE DEPARTMENT OF HEALTH AND HUMAN3 SERVICES AND COUNTIES TO COVER THE LOSS OF FEDERAL RECEIPTS FOR4 THE ADMINISTRATIVE COSTS OF THE FEDERAL SUPPLEMENTAL NUTRITION5 ASSISTANCE PROGRAM (SNAP), AS A RESULT OF PUBLIC LAW 119-21.6 The General Assembly of North Carolina enacts:7SECTION 1. There is appropriated from the General Fund to the Department of8 Health and Human Services, Division of Central Management and Support, the sum of sixteen9 million dollars ($16,000,000) in recurring funds beginning in the 2026-2027 fiscal year. These10 funds shall be used to cover the loss in federal receipts for the administrative costs of the federal11 Supplemental Nutrition Assistance Program (SNAP), as a result of Public Law 119-21. The12 Department may allocate a portion of these appropriated funds to any division within the13 Department that incurs a loss of federal receipts for the administrative costs of SNAP as a result14 of Public Law 119-21. The Department shall only spend the portion of these appropriated funds15 up to the actual amount of lost federal receipts.16SECTION 2. There is appropriated from the General Fund to the Department of17 Health and Human Services, Division of Social Services, the sum of sixty-nine million dollars18 ($69,000,000) in recurring funds beginning in the 2026-2027 fiscal year to cover the loss of19 federal receipts for the administrative costs of the federal Supplemental Nutrition Assistance20 Program (SNAP), as a result of Public Law 119-21. The Division of Social Services shall21 distribute these funds to counties proportional to each county's loss of federal receipts. The22 Division of Social Services shall only spend the portion of these appropriated funds up to the23 actual amount of lost federal receipts.24SECTION 3.
