hcr93/enrolled.txtENROLLED2026 Regular SessionHOUSE CONCURRENT RESOLUTION NO. 93BY REPRESENTATIVE GADBERRYA CONCURRENT RESOLUTIONTo designate Wednesday, May 6, 2026, as LMA Municipal Day at the state capitol.WHEREAS, the Louisiana Municipal Association (LMA) was founded in 1926 asa nonprofit 501(c)4 organization that serves as a unified voice for Louisiana's municipalgovernments; andWHEREAS, the LMA is a statewide member organization that advocates on behalfof three hundred six members that include one hundred twenty-seven villages, one hundredeleven towns, sixty-six cities, and two parishes; andWHEREAS, the LMA wholly owns two subsidiaries: Risk Management, Inc. (RMI),and the Louisiana Municipal Advisory and Technical Services Bureau (LaMATS); itprovides administrative management services for two key affiliates: the LouisianaMunicipal Gas Authority and the Louisiana Municipal Association UnemploymentCompensation Fund; andWHEREAS, the LMA has close alliances with multiple affiliates, advisory partners,and related organizations that advocate for local government in our state, including theLouisiana Recreation and Park Association, the Louisiana City Attorneys Association, theLouisiana Municipal Clerks Association, and the Building Officials Association ofLouisiana; andWHEREAS, the LMA has a very close working relationships with and boardappointments for the Louisiana Community Development Authority, the LouisianaAssociation of Tax Administrators, the Louisiana Association of Municipal Secretaries andAssistants, the Municipal Employees Retirement System of Louisiana, the Louisiana FireChiefs Association, Louisiana Airport Managers and Associates, the Louisiana ConferencePage 1 of 3HCR NO. 93 ENROLLEDof Mayors, the Louisiana Municipal Black Caucus of Local Elected Officials, and theLouisiana Association of Chiefs of Police; andWHEREAS, the mission of the LMA is to educate and empower mayors and all othermunicipal government officials and support staff to serve the citizens of Louisianaefficiently and effectively and to advocate on behalf of local governments; andWHEREAS, the LMA offers its member municipalities a variety of services,including conferences, training, webinars, legislative advocacy, disaster preparedness, ITassistance, RMI-managed liability and compensation programs, LaMATS-sponsoredprocurement, tax collection, insurance tax, occupational license tax, and consulting services;andWHEREAS, the LMA continues to promote local governments by shaping publicpolicy, emphasizing the importance of home rule powers and local control, and preservingthe autonomy of municipalities; andWHEREAS, the LMA supports the authority of municipalities to enact ordinancesand enforce rules that safeguard the health, safety, and well-being of the people within theircommunities; andWHEREAS, the LMA advocates for the elimination of unfunded mandates imposedupon local governments; andWHEREAS, the LMA partnered with the Police Jury Association of Louisiana toestablish LITA Corp, which provides technical assistance to political subdivisions seekingcompetitive federal grant opportunities; andWHEREAS, the LMA Executive Committee members include the Honorable RayBourque, Mayor of Broussard, president; the Honorable Darnell Waites, Mayor of Baker,first vice president; the Honorable Staci Albritton Mitchell, Mayor of West Monroe, secondvice president and immediate past president; the Honorable Rick Allen, Mayor of Leesville;and the Honorable Nick Cox, Mayor of Minden; andWHEREAS, the LMA Executive Board of Directors consists of mayors and officialsfrom across the state who are elected by the organization to serve for one year as district vicepresidents or appointees; the association's leadership is spearheaded by attorney RichardWilliams, who serves as interim executive director; andPage 2 of 3HCR NO. 93 ENROLLEDWHEREAS, the LMA has reached a milestone: one hundred years of advocacy,education, community service and public service in Louisiana; andWHEREAS, on May 6, 2026, the LMA hosts its annual LMA Municipal Day andlegislative advocacy day at the Louisiana state capitol to celebrate all three hundred and sixmunicipalities and local government officials and their employees for their dedication topublic service in our state.THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does herebydesignate Wednesday, May 6, 2026, as LMA Municipal Day at the state capitol and doeshereby extend enduring appreciation for the association's contributions in support ofLouisiana municipalities.SPEAKER OF THE HOUSE OF REPRESENTATIVESPRESIDENT OF THE SENATEPage 3 of 3
