R. 8590 IN THE HOUSE OF REPRESENTATIVES April 29, 2026 Ms. Strickland introduced the following bill; which was referred to the Committee on Education and Workforce A BILLTo clarify the eligibility of certain student populations for child care assistance under the Child Care and Development Block Grant Act of 1990.1.Short titleThis Act may be cited as the Childcare Access for all Recognized Education for Parenting Students Act or CARE for Parenting Students Act .2.Parental activitySection 658P(4)(C)(i) of the Child Care and Development Block Grant Act of 1990 ( 42 U.S.C. 9858n(4)(C)(i) ) is amended by inserting after program the following:(including a program accredited by an institution of higher education, a program of an institution that is accredited by an agency recognized by the Department of Education, a program that is registered with the Department of Labor or a State department of labor or an equivalent agency, or a program approved by a State, State board of nursing, or State department of health as required to license or certify nursing assistants) .3.Authorization of additional appropriationsIn addition to amounts otherwise authorized to be appropriated under section 658B of the Child Care and Development Block Grant Act of 1990 ( 42 U.S.C. 9858 ), there is authorized to be appropriated to carry out such Act $850,000,000 for each of the fiscal years 2027 through 2031.
