House concurrent resolution in memory of former Representative andMoretown and Brandon Selectboard member Stephen Andrew Carr.(H.C.R.281)Offered by All Members of the HouseWhereas, Rutland native Steve Carr was raised in Brandon, a member of the first classto attend the new Otter Valley Union High School, and earned a bachelor’s degree fromthe former Castleton State College, andWhereas, after his college graduation, Steve Carr joined the staff of the formerChittenden Bank, proved adept at his duties, and earned positions as a senior vicepresident at the bank’s Montpelier and Waitsfield branches, andWhereas, in 1981, he became senior vice president and senior loan officer at theformer First Brandon National Bank, and, in 1997, he opened an independent financialconsulting business, andWhereas, during his Washington County residency, Steve Carr served on theselectboard in Moretown and, later, in Brandon, andWhereas, his western Vermont community involvement included serving on theboards of Porter Hospital and BROC Community Action, and as president of the localVisiting Nurses Association and the Brandon Industrial Corporation, and his 1982commencement of writing the Brandon Workbook launched a nearly 40-year economicdevelopment odyssey, which evolved into the Segment 6 Project that received federalfunding in 2005, came to fruition following the devastating impact in Brandon ofTropical Storm Irene, and was ultimately completed in 2020, andWhereas, as a passionate golfer, Steve Carr was a pivotal leader and volunteerdeveloper of the Neshobe Golf Club, and, culturally, he was associated with the StephenA. Douglas Birthplace and the Friends of Otter Valley Music, andWhereas, in 2012, the voters of the Rutland-6 House District elected Steve Carr to thefirst of three consecutive terms to the House of Representatives, where he served on theCommittee on Commerce and Economic Development (2013–2016) and ably chaired theCommittee on Energy and Technology (2017–2018); and the Carr family’s presencereturned to the State House in 2024, when his granddaughter, James Ashley Carr, washonored to serve as a legislative page, andWhereas, Steve Carr was a well-liked and respected member of the peoples’ housewho served his community with distinction and honor, and his death on April 12, 2026, at76 years of age, saddened his many friends, and especially his wife of 47 years, JaneEllen; their children; and grandchildren, now therefore be itVT LEG #389292 v.1R-339 Page 2 of 22026Resolved by the Senate and House of Representatives:That the General Assembly extends its sincere sympathies to the family of formerRepresentative and Moretown and Brandon Selectboard member Stephen Andrew Carr,and be it furtherResolved: That the Secretary of State be directed to send a copy of this resolution tothe family of Steve Carr.VT LEG #389292 v.1
