hcr96/enrolled.txtENROLLED2026 Regular SessionHOUSE CONCURRENT RESOLUTION NO. 96BY REPRESENTATIVE ADAMS AND SENATOR BARROWA CONCURRENT RESOLUTIONTo urge and request the Department of Public Safety and Corrections, office of motorvehicles (OMV), as a means of promoting public safety, to provide its customerswith existing roundabout educational materials prepared by the LouisianaDepartment of Transportation and Development (DOTD).WHEREAS, roundabouts are one-way, circular intersections designed to improvesafety and efficiency for motorists, bicyclists, and pedestrians; andWHEREAS, the DOTD has increasingly utilized roundabouts throughout the stateas traffic control solutions and has constructed or initiated numerous roundabout projectsacross multiple municipalities; andWHEREAS, roundabouts have been shown to significantly improve traffic flow,reduce congestion, and decrease the severity and numerosity of crashes; andWHEREAS, safe navigation of roundabouts requires drivers to understand specificrules and behaviors, including yielding to traffic and pedestrians, reducing speed whenentering, and properly signaling when exiting; andWHEREAS, despite the increasing presence of roundabouts in Louisiana, manydrivers remain unfamiliar with how to properly navigate them, which may lead to unsafedriving conditions; andWHEREAS, the DOTD has developed educational materials, including brochuresand instructional guides, to inform the public about proper roundabout usage; andWHEREAS, dissemination of such educational materials by the OMV to itscustomers would increase public awareness and knowledge of roundabouts which wouldimprove driving conditions in roundabouts across the state, further enhancing their positivesafety and efficiency benefits.Page 1 of 2HCR NO. 96 ENROLLEDTHEREFORE, BE IT RESOLVED that the Legislature of Louisiana does herebyurge and request the OMV to provide its customers with existing educational materialsprepared by the DOTD regarding the proper use of roundabouts in the state.BE IT FURTHER RESOLVED that the commissioner of the OMV and secretary ofthe DOTD shall work in conjunction with each other to determine which of the existingeducational materials prepared by the DOTD should be provided to OMV customers.BE IT FURTHER RESOLVED that the selected educational material shall be printedand provided to OMV customers at any point during their transaction at an OMV customerservice center.BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to thecommissioner of the OMV and to the secretary of the DOTD.SPEAKER OF THE HOUSE OF REPRESENTATIVESPRESIDENT OF THE SENATEPage 2 of 2
