14Relating to redistricting; to amend Section 17-14-70,
15 Code of Alabama 1975, to provide for the reapportionment and
16 redistricting of the state's United States Congressional
17 districts for the purpose of electing members at the General
18 Election in 2026 and thereafter, until the release of the next
19 federal census; and to repeal Section 17-14-70.1, Code of
20 Alabama 1975, providing legislative findings.
21 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
22Section 1. Section 17-14-70, Code of Alabama 1975, is
23 amended to read as follows:
24"§17-14-70
25(a) The State of Alabama is divided into seven
26 congressional districts as provided in subsection (b).
27(b) The numbers and boundaries of the districts are
28 designated and established by the map prepared by the

29 Permanent Legislative Committee on Reapportionment and
30 identified and labeled as Livingston Congressional Plan
31 3-2023Singleton Congressional Plan 1-2026, including the
32 corresponding boundary description provided by the census
33 tracts, blocks, and counties, and are incorporated by
34 reference as part of this section.
35(c) The Legislature shall post for viewing on its
36 public website the map referenced in subsection (b), including
37 the corresponding boundary description provided by the census
38 tracts, blocks, and counties, and any alternative map,
39 including the corresponding boundary description provided by
40 the census tracts, blocks, and counties, introduced by any
41 member of the Legislature during the legislative session in
42 which this section is added or amended.
43(d) Upon enactment of Act 2023-563 the act amending
44 this section and adopting the map identified in subsection
45 (b), the Clerk of the House of Representatives or the
46 Secretary of the Senate, as appropriate, shall transmit the
47 map and the corresponding boundary description provided by the
48 census tracts, blocks, and counties identified in subsection
49 (b) for certification and posting on the public website of the
50 Secretary of State.
51(e) The boundary descriptions provided by the certified
52 map referenced in subsection (b) shall prevail over the
53 boundary descriptions provided by the census tracts, blocks,
54 and counties generated for the map."
55Section 2. Section 17-14-70.1, Code of Alabama 1975,
56 which provides legislative findings, is repealed.

57Section 3. The provisions of this act are severable. If
58 any part of this act is declared invalid or unconstitutional,
59 that declaration shall not affect the part which remains.
60Section 4.   This act shall be effective for the
61 election of members of the state's U.S. Congressional
62 districts at the General Election of 2026 and thereafter,
63 until the state's U.S. Congressional districts are
64 reapportioned and redistricted after the 2030 decennial
65 census.
66Section 5. This act shall become effective immediately.
