HOUSE RESOLUTION
WHEREAS, The members of the Illinois House of
Representatives wish to congratulate Dr. Charlotte Warren on
her retirement from Lincoln Land Community College; and
WHEREAS, Dr. Warren has served as the president of Lincoln
Land Community College since 2006, becoming the
longest-serving community college president in Illinois
history, in addition to also breaking new ground as the
school's first female president; and
WHEREAS, Dr. Warren's visionary leadership of Lincoln Land
Community College has expanded not only the realm of academic
partnerships for the school through expanded nursing,
agricultural, workforce training, and professional skill
enhancement programs but also the physical space as well; and
WHEREAS, Dr. Warren oversaw the transformative
construction of five new facilities and the renovation of nine
buildings across Lincoln Land's 15 county districts; and
WHEREAS, Dr. Warren's direction helped Lincoln Land
Community College see sustained multi-year enrollment growth,
achieving a nearly 26% increase in opening headcount from the
fall of 2021 to the fall of 2025, while maintaining a

student-centered approach that fostered faculty, staff, and
community collaboration in support of positive student
outcomes; and
WHEREAS, Dr. Warren deepened community engagement by
routinely meeting with business, legislative, and civic
leaders and partners to better align the college's programs
with regional workforce needs, while also strengthening care
and consideration for learners of all ages; and
WHEREAS, Dr. Warren elevated Lincoln Land Community
College's local, state, and national profile and influence
through service on major boards, including the American
Association of Community Colleges, the Illinois Council of
Community College Presidents, HSHS St. John's Hospital, and
the Springfield Sangamon Growth Alliance; and
WHEREAS, Dr. Warren is a dedicated and distinguished
public servant, holding the titles of colonel, retired and
honorary brigadier general in the Georgia National Guard, and
through service on the Reserve Forces Policy Board in
Washington D.C.; and
WHEREAS, Dr. Warren, through her historic governance,
public service, and dedication, has earned another title of
high regard, that of president emeritus, an academic

designation reserved for the most dedicated and honored
individuals, who through their professional distinction,
continue to hold the honorary title of the last office held as
a symbol of appreciation; and
WHEREAS, Dr. Warren is one of Lincoln Land Community
College's most dedicated ambassadors, consistently elevating
the institution and celebrating the achievements of students
and faculty alike, reinforcing the community ties that make
the school a source of pride and opportunity; and
WHEREAS, Dr. Warren's extraordinary legacy is one of
growth, innovation, and transformation and was guided by an
unwavering commitment to the students and the mission of
Lincoln Land Community College; therefore, be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
we congratulate Dr. Charlotte Warren on her retirement from
Lincoln Land Community College, and we wish her the best in all
her future endeavors; and be it further
RESOLVED, That a suitable copy of this resolution be
presented to Dr. Warren as an expression of our esteem and
respect.
