and5 WHEREAS, Dr. Warren has served as the president of Lincoln6Land Community College since 2006, becoming the7longest-serving community college president in Illinois8history, in addition to also breaking new ground as the9school's first female president; and10 WHEREAS, Dr. Warren's visionary leadership of Lincoln Land11Community College has expanded not only the realm of academic12partnerships for the school through expanded nursing,13agricultural, workforce training, and professional skill14enhancement programs but also the physical space as well; and15 WHEREAS, Dr. Warren oversaw the transformative16construction of five new facilities and the renovation of nine17buildings across Lincoln Land's 15 county districts; and18 WHEREAS, Dr. Warren's direction helped Lincoln Land19Community College see sustained multi-year enrollment growth,20achieving a nearly 26% increase in opening headcount from the21fall of 2021 to the fall of 2025, while maintaining aHR0881 - 2 - LRB104 21809 MST 37540 r1student-centered approach that fostered faculty, staff, and2community collaboration in support of positive student3outcomes; and4 WHEREAS, Dr. Warren deepened community engagement by5routinely meeting with business, legislative, and civic6leaders and partners to better align the college's programs7with regional workforce needs, while also strengthening care8and consideration for learners of all ages; and9 WHEREAS, Dr. Warren elevated Lincoln Land Community10College's local, state, and national profile and influence11through service on major boards, including the American12Association of Community Colleges, the Illinois Council of13Community College Presidents, HSHS St. John's Hospital, and14the Springfield Sangamon Growth Alliance; and15 WHEREAS, Dr. Warren is a dedicated and distinguished16public servant, holding the titles of colonel, retired and17honorary brigadier general in the Georgia National Guard, and18through service on the Reserve Forces Policy Board in19Washington D.C.; therefore, be it14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE15HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that16we congratulate Dr. Charlotte Warren on her retirement from17Lincoln Land Community College, and we wish her the best in all18her future endeavors;
