THIRTY-THIRD LEGISLATURE, 2026

HOUSE RESOLUTION
AUTHORIZING AND EMPOWERING THE SPEAKER TO PERFORM AND
CARRY OUT ANY OFFICIAL LEGISLATIVE BUSINESS DURING THE INTERIM BETWEEN THE 2026
AND 2027 REGULAR SESSIONS.
���� BE IT
RESOLVED by the House of Representatives of the Thirty-third Legislature of the
State of Hawaii, Regular Session of 2026, that the Speaker be, and is hereby
authorized and empowered during the interim between the 2026 and 2027 Regular
Sessions, to:
���� (1)� Expend such sum or sums from the funds
appropriated for legislative and other expenses of the Thirty-third
Legislature, Regular Session of 2026;
���� (2)� Contract, hire, or employ personnel and
assistance, including:
��������� (A)� Designating
which of the employees and officers of the House shall be given additional
employment to meet the after-session work demands; and
(B)� Approving the employment of individuals prior
to the convening of the Regular Session of 2027;
��������� and the
period of employment for each;
���� (3)� Establish and approve any action of standing,
interim, select, investigative, and special committees, including:
��������� (A)� Authorizing meetings to obtain information and
conduct hearings;
��������� (B)� Determining members, functions, and duties of
such committees; provided that the Speaker, notwithstanding any prior
authorization or action, may, at the Speaker's discretion, limit the number of
members of the House participating on the committee;
��������� (C)� Issuing subpoenas as provided by law or rules
of the House;
��������� (D)� Authorizing in writing the payment of any
committee related expenditure prior to the payment being made or incurred; and
��������� (E)� Implementing a requirement that a full report
of all activities of the committees, including their respective findings and
recommendations, shall be made periodically to the Speaker as the Speaker so
desires, and to the Legislature within ten days after the convening of the
Regular Session of 2027; and
���� (4)� Approve the Journal of the House of any
legislative day being compiled as of the 58th session day,
all for the purposes of completing the work of the
Thirty-third Legislature, Regular Session of 2026, subsequent to the
adjournment thereof, including the carrying out of any official legislative
business in the interim between the 2026 and 2027 sessions, up to and including
January 20, 2027, this authorization being in addition to any other
authorization heretofore granted to the Speaker or any other officer or
officers of the House of Representatives.
