hcr106/introduced.txtHLS 26RS-4181 ORIGINAL2026 Regular SessionHOUSE CONCURRENT RESOLUTION NO. 106BY REPRESENTATIVE CHANCE HENRYLAW ENFORCEMENT: Creates a Task Force on Utility Terrain Vehicles in collaborationwith Louisiana State Police and other appropriate stakeholders1A CONCURRENT RESOLUTION2 To create the Task Force on Utility Terrain Vehicles (UTVs) to study the feasibility of3implementing safety regulations regarding UTVs.4WHEREAS, some UTVs are capable of going upwards of sixty miles per hour; and5WHEREAS, UTVs can be made street legal and travel on public roads alongside6 motor vehicles; and7WHEREAS, the UTV market rose above ten billion dollars in 2025; and8WHEREAS, the Consumer Federation of America reported seventy-eight UTV9 fatalities in 2024.10THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby11 establish and provide for the Task Force on Utility Terrain Vehicles to study laws and12 regulations for the safe operation of utility terrain vehicles and to provide recommendations13 or proposals for legislation. Any recommendations or proposals shall be submitted by14 written report to the House Committee on Transportation, Highways and Public Works and15 to the David R. Poynter Legislative Research Library as required by R.S. 24:771 and 77216 before the convening of the Regular Session of 2027.17BE IT FURTHER RESOLVED that the task force shall consist of the following18 members:19(1) The superintendent of Louisiana State Police or his designee.20(2) The executive director of Louisiana Sheriffs' Association or his designee.Page 1 of 2HLS 26RS-4181 ORIGINALHCR NO. 1061(3) The executive director of Louisiana Association of Chiefs of Police or his2 designee.3(4) The secretary of the Department of Transportation and Development or his4 designee.5(5) The executive director of the Louisiana Highway Safety Commission or his6 designee.7(6) The commissioner of the office of motor vehicles or his designee.8(7) The commissioner of the Department of Insurance or his designee.9BE IT FURTHER RESOLVED that at the first meeting, the members shall elect a10 chairman and other officers as the task force may deem appropriate.11BE IT FURTHER RESOLVED that the task force shall convene for its first meeting12 no later than August 1, 2026, and once every two months thereafter.13BE IT FURTHER RESOLVED that a majority of the task force constitutes a quorum14 for the transaction of business. All official actions of the task force requires the affirmative15 vote of a majority of the members.16BE IT FURTHER RESOLVED that the members of the task force shall serve17 without compensation, except per diem or expenses reimbursement to which they may be18 individually entitled as members of their constituent organizations.19BE IT FURTHER RESOLVED that meetings of the task force are subject to the20 Open Meetings Law, R.S. 42:11 et seq., and records of the task force are subject to the21 Public Records Law, R.S. 44:1 et seq.DIGESTThe digest printed below was prepared by House Legislative Services.
