1.1A bill for an act
1.2relating to economic development; establishing a cooperative development grant
1.3program; proposing coding for new law in Minnesota Statutes, chapter 116J.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5Section 1. [116J.408] COOPERATIVE GRANTS.
1.6(a) The commissioner may establish and implement a grant program to help finance new
1.7cooperatives that organize for purposes of operating a processing facility or marketing a
1.8product or service.
1.9(b) An eligible grantee under this section must:
1.10(1) be a cooperative organized under chapter 308A, 308B, or 308C;
1.11(2) certify that all control of the cooperative is from persons who are patrons or who are
1.12actively engaged in the activities pursued by the cooperative;
1.13(3) be operated primarily to process, market, or provide services produced in Minnesota;
1.14(4) operate primarily in service of Minnesota-based patrons; and
1.15(5) not allow nonpatron voting rights.
1.16(c) The commissioner may receive applications and make grants up to $50,000 to eligible
1.17grantees for feasibility, marketing analysis, assistance with organizational development,
1.18financing and managing new cooperatives, product development, development of business
1.19and marketing plans, and predesign of facilities, including site analysis, the development
1.20of bid specifications, preliminary blueprints and schematics, and the completion of purchase
1.21agreements and other necessary legal documents.

2.1     (d) Grants must be matched dollar-for-dollar with other money or in-kind contributions.
