SENATE CONCURRENT RESOLUTION NO. 69

  FESI, HENRY, JACKSON-ANDREWS, JENKINS, KLEINPETER,
  MILLER, MIZELL, MORRIS, MYERS, PRESSLY AND WOMACK
  A CONCURRENT RESOLUTION
To urge and request the American Sugarcane League, LSU AgCenter, and Southern
       University Agricultural Center, in collaboration with agricultural manufacturers, to
       continue work on furthering technology and research into equipment that reduces the
       dependency of burning sugarcane.
       WHEREAS, the practice of burning during sugarcane production is a long-standing
residue management tool used before or after harvest in the industry; and
       WHEREAS, burning is used to eliminate leafy trash residue and debris from the plant
in order to allow for more efficient sugarcane harvesting and improves sugar quality and
recovery in the factory; and
       WHEREAS, although widely used, burning as a residue management tool can pose
challenges, such as a loss of soil health and effects on air quality and visibility; and
       WHEREAS, companies and individuals in the sugarcane industry recognize that a
cost-effective mechanism for reducing or eliminating burning as a management tool is a high
priority research topic; and
       WHEREAS, facilities, like the LSU AgCenter, are actively testing alternative
methods to burning, such as using a sweeper to remove residue from the top of the crop bed
to allow the cut cane to grow without any disturbance that comes from excessive residue
from previous harvest; and
       WHEREAS, exploration into other avenues for pre and post harvest management
could potentially eliminate concerns connected with burning without compromising the
productivity in the sugarcane industry.
       THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the American Sugarcane League, LSU AgCenter, and Southern University
Agricultural Center, in collaboration with agricultural manufacturers, to continue work on
furthering technology and research into equipment that reduces the dependency of burning
sugarcane.

       BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
president of the American Sugarcane League, the LSU Vice President for Agriculture and
Dean of the College of Agriculture, and the Chancellor of the Southern University
Agricultural Research and Extension Center and Dean of the College of Agricultural,
Human, and Environmental Sciences.
