To make an appropriation to fully reimburse the 1
stipends paid to teachers to complete science of 2
reading professional development. 3
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. All items in this act are hereby appropriated 4
as designated out of any moneys in the state treasury to the 5
credit of the designated fund. For all operating appropriations 6
made in this act, those in the first column are for fiscal year 7
2026 and those in the second column are for fiscal year 2027. 8
The operating appropriations made in this act are in addition to 9
any other operating appropriations made for these fiscal years. 10

LITERACY IMPROVEMENT 13
The foregoing appropriation item 2006A4, Literacy 14
Improvement, shall be used to fully reimburse school districts, 15
community schools, and STEM schools for stipends paid to 16
teachers to complete professional development in the science of 17
reading and evidence-based strategies for effective literacy 18
instruction under Section 265.330 of H.B. 33 of the 135th 19
General Assembly, as amended by H.B. 147 of the 135th General 20
Assembly. 21
On the effective date of this section, or as soon as 22
possible thereafter, the Director of Budget and Management shall 23
transfer $1,105,400 cash from the General Revenue Fund to the 24
Literacy Improvement Fund (Fund 5AQ1). 25
Section 3. Within the limits set forth in this act, the 26
Director of Budget and Management shall establish accounts 27
indicating the source and amount of funds for each appropriation 28
made in this act, and shall determine the manner in which 29
appropriation accounts shall be maintained. Expenditures from 30
operating appropriations contained in this act shall be 31
accounted for as though made in, and are subject to all 32
applicable provisions of, H.B. 96 of the 136th General Assembly. 33
