Minnesota Statutes 2024, section 116L.05, is amended by adding a subdivision1.7 to read:1.8Subd. 2a. Recommendations to the Board of Trustees of the Minnesota State Colleges1.9 and Universities. By ..... each year, the Jobs Skills Partnership Board must make1.10 recommendations to the Board of Trustees of the Minnesota State Colleges and Universities1.11 regarding workforce development programmatic needs. In making the recommendations,1.12 the Jobs Skills Partnership Board must first consider ways programming could be operated1.13 through the Minnesota State Colleges and Universities system or through existing employers.1.14 If the Board of Trustees of the Minnesota State Colleges and Universities agrees with the1.15 Jobs Skills Partnership Board that there is a need for outside programming, due either to a1.16 requirement in law or an emerging workforce need that cannot be accomplished through1.17 the Minnesota State Colleges and Universities system, then workforce development funds1.18 may be awarded by the Jobs Skills Partnership Board to non-Minnesota State Colleges and1.19 Universities entities.1.20Sec. 2. Minnesota Statutes 2024, section 116L.20, subdivision 2, is amended to read:1.21Subd. 2. Disbursement of special assessment funds. (a) The money collected under1.22 this section shall be deposited in the state treasury and credited to the workforce developmentSec. 2. 105/05/26 REVISOR SS/HL 26-08558 as introduced2.1 fund to provide for employment and training programs. The workforce development fund2.2 is created as a special account in the state treasury.2.3 (b) All money in the fund not otherwise appropriated or transferred is appropriated to2.4 the Job Skills Partnership Board for the purposes of section 116L.17 and as provided for in2.5 paragraph (d). The board must act as the fiscal agent for the money and must disburse that2.6 money for the purposes of section 116L.17, not allowing the money to be used for any other2.7 obligation of the state Board of Trustees of the Minnesota State Colleges and Universities2.8 to provide workforce development programming, including employment and training2.9 programs, to produce a highly skilled and adaptable workforce that meets Minnesota's2.10 opportunities and needs. All money in the workforce development fund shall be deposited,2.11 administered, and disbursed in the same manner and under the same conditions and2.12 requirements as are provided by law for the other special accounts in the state treasury,2.13 except that all interest or net income resulting from the investment or deposit of money in2.14 the fund shall accrue to the fund for the purposes of the fund.2.15 (c) Reimbursement for costs related to collection of the special assessment shall be in2.16 an amount negotiated between the commissioner and the United States Department of Labor.2.17 (d) The board must disburse money for the purposes of section 116L.17. If the board2.18 determines that the conditions of section 116L.05, subdivision 5, have been met, the board2.19 may use funds for the purposes outlined in section 116L.04, or to provide incumbent worker2.20 training services under section 116L.18.Sec. 2. 2
