The committee on Ways and Means, to whom was referred the Senate
Bill honoring Blue Star Families (Senate, No. 2903), reports recommending
that the same ought to pass with an amendment striking out all after the
enacting clause and inserting in place thereof the text contained in House
document numbered 5439.

  By striking out all after the enacting clause and inserting in place thereof the following:–
1Section 2 of chapter 90 of the General Laws, as appearing in the 2024 Official Edition, is
2 hereby amended by adding the following paragraph:-
3The registrar shall furnish, without charge, to owners of private passenger motor vehicles
4 who are the parent, child, sibling, grandchild or spouse of a law enforcement officer, as defined
5 in section 1 of chapter 6E, who has been killed in the line of duty, upon presentation of
6 satisfactory evidence to the registrar, a distinctive registration plate that reads “Blue Star Family”
7 for 1 private passenger motor vehicle owned and principally used by such parent, child, sibling,
8 grandchild or spouse or a distinctive “Blue Star Family” emblem to be affixed to a registration
9 plate for a motorcycle privately owned and principally used by such parent, child, sibling,
10 grandchild or spouse. The registrar may issue a distinctive “Blue Star Family” registration of up
11 to 6 characters for 1 private passenger motor vehicle owned and principally used by such parent,
12 child, sibling, grandchild or spouse. A law enforcement officer shall be deemed to have been
13 killed in the line of duty for purposes of this paragraph if the law enforcement officer’s family is
14 eligible for benefits under section 100A of chapter 32.
