SENATE CONCURRENT RESOLUTION NO. 74

  A CONCURRENT RESOLUTION
To express the sincere condolences of the Legislature of Louisiana upon the passing of
       former State Senator Louis Joseph Lambert Jr., and to record the legislature's
       enduring appreciation for his distinguished public service to the state of Louisiana.
       WHEREAS, it is with deep regret and profound sorrow that the Legislature of
Louisiana has learned of the passing of former State Senator Louis Joseph Lambert Jr.; and
       WHEREAS, Louis Joseph Lambert Jr. was born on December 21, 1940, in DeRidder,
Louisiana, to Louis Joseph Lambert Sr. and Roberta Richardson Lambert while his father
was working on a seismic crew for an oil company; and
       WHEREAS, shortly after his birth, the Lambert family returned to Sorrento, where
they could trace their Acadian heritage back to the earliest settlers of Ascension and
Livingston parishes during the late 1700s; and
       WHEREAS, as a young child, Senator Lambert spent many hours in his grandfather's
small grocery store in Sorrento; and
       WHEREAS, while listening to his grandfather interact with the grocery store
customers and discuss matters of the day he developed his keen interest in politics; and
       WHEREAS, as a resident of Ascension Parish he devoted his life to public service,
civic leadership, and the advancement of the people of Louisiana; and
       WHEREAS, Senator Lambert's early achievements included attaining the rank of
Eagle Scout, serving as a page in both the Louisiana Legislature and the United States
Congress, and graduating at the top of his Congressional page school class in 1958; and
       WHEREAS, Louis earned a Bachelor of Arts in political science from Louisiana
State University and a Juris Doctor from Loyola University in New Orleans, and later, in
1968, established a respected law practice in Gonzales, Louisiana; and
       WHEREAS, Senator Lambert was first elected to the Louisiana Senate in 1972, and
two years later, to the Louisiana Public Service Commission, where he served for eighteen
years and was widely recognized as a steadfast advocate for Louisiana consumers; and

       WHEREAS, in 1979, he was the Democratic nominee for governor of the State of
Louisiana, participating in one of the closest gubernatorial elections in modern state history;
and
       WHEREAS, Senator Lambert returned to the Louisiana Senate in 1994 and served
with distinction, culminating in his tenure as Senate President Pro Tempore from 2000 to
2004; and
       WHEREAS, he was a champion for education and authored legislation creating the
River Parishes Community College, a lasting contribution to the region he represented; and
       WHEREAS, Senator Lambert was also chairman of the Senate Committee on
Environmental Quality, and worked collaboratively to advance environmental stewardship,
later becoming a member of the Louisiana State University Board of Supervisors, where he
continued his commitment to higher education; and
       WHEREAS, in recognition of his decades of leadership and public service, Senator
Lambert was inducted into the Louisiana Political Hall of Fame in 2024; and
       WHEREAS, Senator Lambert was a devoted husband, father, and grandfather, a man
of deep faith, and mentor to countless young leaders, lawyers, and public servants, and his
passing has left a void in the hearts of his family, friends, colleagues, and the many citizens
whose lives he touched throughout his public service; and
       WHEREAS, he is preceded in death by his parents, Louis J. Lambert Sr. and Roberta
Lambert; his brother, Billy Lambert; and his grandson, Hunter Louis Lambert; and he is
survived by his cherished wife of fifty-nine years, Mary Smith Lambert; his sister, Edana
Sparcino; his daughter, Jessica Lambert, and her grandson, Hayze Lambert; his son, John
Lambert; and his son, Michael Lambert, father of Kaleb Lambert and Alexander Lambert;
and
       WHEREAS, it is fitting and proper for the Legislature of Louisiana to pause in its
deliberations to honor the life and legacy of this extraordinary public servant.
       THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
express its deepest condolences upon the passing of former State Senator Louis Joseph
Lambert Jr., and does hereby record its enduring gratitude for his lifetime of service to the
state of Louisiana.

       BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
family of Senator Lambert as an expression of the legislature's sympathy and respect.
