No. R-372. House concurrent resolution honoring George Springston for his
exemplary roles in environmental and natural resources management.

   Offered by House Committee on Environment
   Whereas, for over three decades, George Springston has drawn upon his
environmental, geological, mapping, and modeling expertise, which he has continuously
updated, as a basis for his diverse and interesting career in the field and in the digital
sphere, and
  Whereas, George Springston earned a bachelor’s and a master’s degree from Clemson
University and the University of Massachusetts, respectively, and
   Whereas, in 1991, he became an assistant wetlands coordinator at the Agency of
Natural Resources, working in this key area of environmental policy for the next five
years, and
   Whereas, in 1996, shortly after the initiation of the U.S. Geological Survey’s
STATEMAP program, which provides funding to the states for surficial and bedrock
geologic mapping, George Springston changed his professional focus to geologic
mapping, initially as an independent contractor, and, since 2002, as a research associate
on the staff of Norwich University, and
   Whereas, George Springston has coauthored over 40 geologic maps, and he was
integral to the creation of Vermont’s surficial geologic map unit descriptions and surficial
mapping standards, and
   Whereas, around the year 2000, he began monitoring and advising on landslide
threats, developing an expertise that the Vermont Geological Survey has found
invaluable, and he compiled landslide inventories for four counties, performed dozens of
individual landslide assessments, and is currently creating the State’s first statistically
based landslide-susceptibility model, and
   Whereas, the breadth of George Springston’s environmental expertise was evidenced
when he advised the Town of Plainfield on its flood recovery plans and when he testified
before the House Committee on Environment regarding proposed wetlands rules, and
   Whereas, after 35 years, George Springston is concluding his innovative service on
behalf of Vermont’s environmental and natural resources, now therefore be it
   Resolved by the Senate and House of Representatives:
   That the General Assembly honors George Springston for his exemplary roles in
environmental and natural resources management, and be it further
  Resolved: That the Secretary of State be directed to send a copy of this resolution to
George Springston.
