1 HOUSE RESOLUTION
2 WHEREAS, The property tax system has produced systemic
3 inequities that disproportionately burden communities through
4 regressive assessment practices, thereby imposing higher
5 effective tax rates on those with the least wealth; and
6 WHEREAS, These inequities contribute to a documented
7 "financial death spiral", characterized by rising tax burdens,
8 forced out-migration, declining property values, and the
9 erosion of community wealth and stability; and
10 WHEREAS, Exploitative tax sale practices, including
11 provisions that allow private investors to extract profits
12 from delinquent taxes while shifting risk back to the public,
13 drain resources from schools and local governments while
14 destabilizing vulnerable communities; and
15 WHEREAS, The reliance on local property taxes as the
16 primary funding source for public education perpetuates
17 structural inequality, effectively tying the quality of a
18 child's education to neighborhood wealth rather than
19 guaranteeing equal protection under the law; and
20 WHEREAS, This system undermines the ability of families to
21 build and preserve generational wealth through homeownership,

1 contributing to persistent racial wealth gaps; therefore, be
2 it
3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4 HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5 we urge the Illinois Department of Revenue, in consultation
6 with the Governor's Office of Management and Budget, to
7 conduct a study to determine the feasibility of phasing out
8 the use of property taxes as a funding source for school
9 districts and replacing that revenue with other State and
10 local revenue streams; and be it further
11 RESOLVED, That suitable copies of this resolution be
12 delivered to the Director of the Illinois Department of
13 Revenue and the Governor's Office of Management and Budget.

Urges the Illinois Department of Revenue, in consultation with the Governor's Office of Management and Budget, to conduct a study to determine the feasibility of phasing out the use of property taxes as a funding source for school districts and replacing that revenue with other State and local revenue streams.
