HOUSE RESOLUTION NO. 362

  A RESOLUTION
To commend the delegation of Associated Grocers Wholesalers, Cain's Family Market, and
       Delaune's Supermarket on their participation in the National Grocers Association
       Fly-in for Fair Competition.
       WHEREAS, a delegation of local grocers, consisting of Associated Grocers
Wholesalers, Cain's Family Market, and Delaune's Supermarket, attended the National
Grocers Association (NGA) Fly-in for Fair Competition and met with Speaker Mike
Johnson, Majority Leader Steve Scalise, Congressman Cleo Fields, Congresswoman Julia
Letlow, Senator Bill Cassidy, and Senator John Kennedy to discuss fair competition for
independent local grocers; and
       WHEREAS, the NGA represents grocers from across the country, and their central
message for the fly-in consisted of reformation for swipe fees, stopping Supplemental
Nutritional Assistance Program (SNAP) scamming fraud, and enforcing antitrust laws; and
       WHEREAS, the Credit Card Competition Act seeks to reform the credit card
marketplace and create a free market for credit card fees to benefit local grocers and
consumers by lowering the swipe fees incurred by local grocers; and
       WHEREAS, the Electronic Benefits Transfer (EBT) Act and Enhanced
Cybersecurity for SNAP Act seek to address a surge in SNAP benefit scamming that arose
during the COVID-19 pandemic; these acts not only create general protections in all states
but also ensure a permanent prohibition of processing fees for SNAP EBT transactions; and
       WHEREAS, the Robinson-Patman Act was created for the grocery industry to
protect fair competition and prevent large corporations from using their power to gain
advantages over small businesses and local communities; the law is aimed at protecting both
local grocers and consumers from increased food prices and reduced competition and
consumer choice; and

  WHEREAS, groceries are an essential part of life for all citizens, and independent
grocers are integral members of local communities; the Louisiana delegation of local grocers
is most deserving of recognition for representing Louisiana communities on the national
stage.
  THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend the delegation of Associated Grocers
Wholesalers, Cain's Family Market, and Delaune's Supermarket on their participation in the
National Grocers Association Fly-in for Fair Competition and does hereby extend sincere
wishes that local grocers in Louisiana continue to prosper in their endeavors to provide
affordable necessities to the citizens of the state.
