hr362/enrolled.txtENROLLED2026 Regular SessionHOUSE RESOLUTION NO. 362BY REPRESENTATIVE DICKERSONA RESOLUTIONTo commend the delegation of Associated Grocers Wholesalers, Cain's Family Market, andDelaune's Supermarket on their participation in the National Grocers AssociationFly-in for Fair Competition.WHEREAS, a delegation of local grocers, consisting of Associated GrocersWholesalers, Cain's Family Market, and Delaune's Supermarket, attended the NationalGrocers Association (NGA) Fly-in for Fair Competition and met with Speaker MikeJohnson, Majority Leader Steve Scalise, Congressman Cleo Fields, Congresswoman JuliaLetlow, Senator Bill Cassidy, and Senator John Kennedy to discuss fair competition forindependent local grocers; andWHEREAS, the NGA represents grocers from across the country, and their centralmessage for the fly-in consisted of reformation for swipe fees, stopping SupplementalNutritional Assistance Program (SNAP) scamming fraud, and enforcing antitrust laws; andWHEREAS, the Credit Card Competition Act seeks to reform the credit cardmarketplace and create a free market for credit card fees to benefit local grocers andconsumers by lowering the swipe fees incurred by local grocers; andWHEREAS, the Electronic Benefits Transfer (EBT) Act and EnhancedCybersecurity for SNAP Act seek to address a surge in SNAP benefit scamming that aroseduring the COVID-19 pandemic; these acts not only create general protections in all statesbut also ensure a permanent prohibition of processing fees for SNAP EBT transactions; andWHEREAS, the Robinson-Patman Act was created for the grocery industry toprotect fair competition and prevent large corporations from using their power to gainadvantages over small businesses and local communities; the law is aimed at protecting bothlocal grocers and consumers from increased food prices and reduced competition andconsumer choice; andPage 1 of 2HR NO. 362 ENROLLEDWHEREAS, groceries are an essential part of life for all citizens, and independentgrocers are integral members of local communities; the Louisiana delegation of local grocersis most deserving of recognition for representing Louisiana communities on the nationalstage.THEREFORE, BE IT RESOLVED that the House of Representatives of theLegislature of Louisiana does hereby commend the delegation of Associated GrocersWholesalers, Cain's Family Market, and Delaune's Supermarket on their participation in theNational Grocers Association Fly-in for Fair Competition and does hereby extend sincerewishes that local grocers in Louisiana continue to prosper in their endeavors to provideaffordable necessities to the citizens of the state.SPEAKER OF THE HOUSE OF REPRESENTATIVESPage 2 of 2
