sr171/enrolled.txt2026 Regular Session ENROLLEDSENATE RESOLUTION NO. 171BY SENATORS SELDERS, BARROW, BARTHELEMY, BOUDREAUX, CARTER,DUPLESSIS, HARRIS, JACKSON-ANDREWS, JENKINS, LUNEAUAND PRICEA RESOLUTIONTo express sincere and heartfelt condolences of the Senate of the Legislature of Louisianaupon the passing of Troy Carter, general manager, and the voice for the ChickenShack restaurant.WHEREAS, it is with deep regret and profound sorrow that the citizens of BatonRouge, Louisiana, the customers and staff of Chicken Shack, and people worldwide, learnedthat God Almighty in his infinite wisdom called Troy Carter to eternal rest on May 25, 2026,at the age of sixty-nine; andWHEREAS, Troy was born on November 15, 1956 in Checotah, Oklahoma andenjoyed fishing, watching western shows and movies, reading the Bible, and dancing; andWHEREAS, many described the fun loving man as the general manager who workedfor over forty-six years and became the voice of Chicken Shack located at 413 NorthAcadian Thruway, Baton Rouge, LA; andWHEREAS, Troy, in answer to his pastor's challenge to the congregation, "to takethe ministry to the marketplace" decided that when he records the restaurant's daily menuon the answering machine, he would add an inspirational message at the end; andWHEREAS, for seventeen years, the inspirational messages became so popular thatpeople from all over the world were known to call in just to listen to Troy's messages, whichalways addressed the issues of the moments such as violence, bad weather, lost souls, andasked people to pray about those problems; andWHEREAS, Troy regularly reminded people of positive things such as the need tocount their blessings, to pray continually for each other, to worship God, and give Himpraise, honor, and glory; andPage 1 of 2SR NO. 171 ENROLLEDWHEREAS, Chicken Shack's staff grieved him by posting on social media "It is withthe heaviest heart that we inform our friends and family that our dear family member TroyCarter has gone to be with the Father. We are praying for strength and peace to all thefamily, friends, and all the people this man has touched in his life. He will be sincerelymissed and never forgotten"; andWHEREAS, Chicken Shack's staff tribute to Troy Carter, well describes the feelingsof so many that he impacted as he "took the ministry to the marketplace" per his pastor'schallenge.THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisianadoes hereby express sincere and heartfelt condolences upon the passing of Troy Carter,general manager, and the voice for Chicken Shack restaurant on North Acadian Thruway,and extend enduring appreciation for the tremendous pride and honor that his memories willforever bring to one of the oldest restaurant's in Baton Rouge, Louisiana.BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to TroyCarter's family and the North Acadian Thruway Chicken Shack.PRESIDENT OF THE SENATEPage 2 of 2
