 SENATE CONCURRENT RESOLUTION NO. 88

 WEAPONS. Creates the Task Force on Secure Firearm Storage.
1A CONCURRENT RESOLUTION
2 To create and provide for the Task Force on Secure Firearm Storage.
3WHEREAS, families in Louisiana continue to suffer injuries to and the death of
4 loved ones caused by accidental shootings committed by children aged thirteen years or
5 younger who improperly gain access to firearms; and
6WHEREAS, unintentional shootings among minors are a leading cause of pediatric
7 firearm injuries; and
8WHEREAS, the victims of these shootings are frequently other children; and
9WHEREAS, the impact of these shootings can result in lasting physical and
10 psychological harm for victims, their families, witnesses, the gun owner, and the wider
11 community, as well as the child who accidentally injured or killed another; and
12WHEREAS, in 2021, the National Center for Health Statistics reported that
13 Louisiana ranked in the top ten states for accidental shootings per capita; and
14WHEREAS, the majority of accidental shootings committed by children aged
15 thirteen years and younger take place in the home when a loaded firearm is left accessible;
16 and
17WHEREAS, these incidents highlight the necessity for responsible gun ownership
18 to help prevent a child from shooting himself or others; and

1WHEREAS, Louisiana, unlike Texas and many other states, lacks laws addressing
2 parental responsibility to securely store firearms so as to prevent access by minors.
3THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
4 establish and provide for the Task Force on Secure Firearm Storage to study the appropriate
5 methods for storing firearms in the home to prevent accidental shootings committed by
6 children aged thirteen years and younger and to propose recommendations for legislation to
7 reduce the number of accidental shootings committed by children by promoting or requiring
8 the safe and secure storage of firearms in the home, including by means of incentives and
9 criminal penalties.
10BE IT FURTHER RESOLVED that the task force shall be comprised of the
11 following members:
12(1) The senator for Senate District 15, who shall serve as the chairperson of the task
13 force.
14(2) A member of the Louisiana House of Representatives appointed by the chairman
15 of the House Committee for the Administration of Criminal Justice, who shall serve as the
16 vice chair of the task force.
17(3) A representative of the Louisiana Sheriffs' Association, selected by the executive
18 director.
19(4) The superintendent of the Louisiana State Police, or his designee.
20(5) The owner of a Louisiana firearms retailer, to be selected by the chairperson.
21(6) A representative of the Louisiana chapter of Moms Demand Action, selected by
22 the leader of the chapter.
23(7) A member selected by the Board of Regents for the Community of Christ
24 Outreach Center.
25(8) The president of the Louisiana Shooting Association, or his designee.
26BE IT FURTHER RESOLVED that the names of the members chosen or designated
27 as provided herein shall be submitted to the chairperson of the task force by August 1, 2026,
28 and the chairperson shall thereafter call the first meeting of the task force, which meeting
29 shall be held no later than September 1, 2026.
30BE IT FURTHER RESOLVED that if the first meeting of the task force is not held

1 by September 1, 2026, then the task force shall be deemed terminated.
2BE IT FURTHER RESOLVED that a majority of the total membership shall
3 constitute a quorum of the task force and any official action by the task force shall require
4 an affirmative vote of a majority of the quorum present and voting.
5BE IT FURTHER RESOLVED that the task force shall meet as necessary and shall
6 report its findings to the legislature, including submission of one printed copy and one
7 electronic copy thereof to the David R. Poynter Legislative Research Library, not later than
8 March 1, 2027, and shall otherwise terminate upon the date of submission of the report or
9 March 1, 2027, whichever occurs first.
10BE IT FURTHER RESOLVED that the members of the task force shall serve
11 without compensation, except per diem or expenses reimbursement to which they may be
12 individually entitled as members of their constituent organizations.
13BE IT FURTHER RESOLVED that the task force shall receive staff support from
14 one or more of the entities from which the task force's membership is designated or selected,
15 at the discretion of the task force.
16BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
17 chairman for the Senate Committee on Judiciary C, the chairman of the House Committee
18 for the Administration of Criminal Justice, the Louisiana Sheriffs' Association, the
19 superintendent of Louisiana State Police, the Louisiana chapter of Moms Demand Action,
20 the Board of Regents for the Community of Christ Outreach Center, and the Louisiana
21 Shooting Association.
