s4419/introduced.txtSENATE, No. 4419STATE OF NEW JERSEY222nd LEGISLATURE�INTRODUCED JUNE 8, 2026Sponsored by:Senator� JAMES BEACHDistrict 6 (Burlington and Camden)Co-Sponsored by:Senator ZwickerSYNOPSIS���� Creates "Census Complete Count Trust Fund"in Department of State for funding efforts to achieve full count of State'spopulation each federal decennial census.CURRENT VERSION OF TEXT���� As introduced.��An Act concerning the allocation of funds each year forundertaking a full count of the State�s population during each federaldecennial census and supplementing chapter 4 of Title 19 of the RevisedStatutes.���� Be ItEnacted by the Senate and General Assembly ofthe State of New Jersey:���� 1.��� There is established inthe Department of State a �Census Complete Count Trust Fund,� into which shallbe appropriated from the State General Fund the sum of $1 million annually. Moneysin the fund shall be invested in permitted investments or shall be held ininterest-bearing accounts in those depositories as the State Treasurer mayselect, and may be invested and reinvested in permitted investments or as othertrust funds in the custody of the State Treasurer in the manner provided bylaw. All interest or other income or earnings derived from the investment orreinvestment of moneys in the fund shall be credited to the fund.���� Moneys in the fund shall beused by the Department of Sate to fund State, local, and community efforts toachieve the full count of the State�s population in each federal decennialcensus. The Legislature may prescribe by law the complete count activities thatshall be eligible to receive funds in the years and months preceding the censusday.���� 2.��� This act shall takeeffect immediately.STATEMENT���� This bill creates a �CensusComplete Count Trust Fund� in the Department of State for the funding effortsto achieve a full count of State�s population during each federal decennialcensus.���� Under the bill, the Statewould appropriate into the fund from the State General Fund the sum of $1million annually. Moneys in the fund would be invested and all interest orother income or earnings derived from such investment or reinvestment would becredited to the fund. Moneys in the fund would be used by the department tofund State, local, and community efforts to achieve the full count of theState�s population in each federal decennial census. The Legislature mayprescribe by law the complete count activities that would be eligible toreceive funds in the years and months preceding the census day.
