ON THE OCCASION OF ITS 50THANNIVERSARY AND RECOGNIZING ITS ENDURING IMPACT ON THE HEALTH ANDWELL-BEING OF RHODE ISLANDERSIntroduced By: Senators LaMountain, Dimitri, Gallo, Tikoian, Sosnowski, Rogers, Urso,Raptakis, Felag, and AppollonioDate Introduced: June 10, 2026Referred To: Recommended for Immediate Consideration1WHEREAS, For fifty years, Thrive Behavioral Health, Inc. has played a vital role in2 strengthening the health and well-being of individuals and families across the State of Rhode3 Island by expanding access to high-quality, affordable behavioral health care; and4WHEREAS, Founded as Kent County Mental Health Center, Thrive Behavioral Health,5 Inc. has evolved over five decades to meet the changing and increasingly complex needs of the6 community, demonstrating a steadfast commitment to innovation, compassion, and service; and7WHEREAS, A defining milestone in Thrive’s history occurred in 2018, when The Kent8 Center merged with Riverwood Mental Health Services, significantly enhancing its capacity to9 provide integrated, comprehensive behavioral health services and expanding its reach throughout10 the region; and11WHEREAS, Thrive Behavioral Health, Inc. is distinguished by its holistic, recovery-12 oriented approach, providing not only clinical treatment but also critical wraparound services that13 address housing, employment, and other social determinants of health, thereby removing barriers14 to long-term stability and success; and15WHEREAS, In 2024, Thrive was designated as the Certified Community Behavioral16 Health Clinic for Kent County, a recognition that has enabled the organization to deliver17 enhanced care coordination, expand access to services, and improve outcomes for individuals18 with complex behavioral health needs; and19WHEREAS, Through the dedication of its highly trained and compassionate staff, Thrive1 utilizes evidence-based practices to support individuals in managing mental health and substance2 use challenges, reducing unnecessary hospitalizations, and empowering clients to live3 successfully within their communities; and4WHEREAS, Thrive Behavioral Health, Inc. is a founding member of Horizon Healthcare5 Partners and has earned national recognition as a leader in the delivery of community-based6 behavioral health services, setting a standard of excellence for others to follow; and7WHEREAS, Thrive has positively impacted thousands of lives, fostering resilience and8 equipping individuals with the tools, skills, and support necessary to lead healthy, productive, and9 fulfilling lives; now, therefore be it10RESOLVED, That this Senate of the State of Rhode Island hereby congratulates and11 honors Thrive Behavioral Health on the occasion of its 50th Anniversary, and expresses its12 deepest gratitude for the organization’s enduring commitment to improving the lives of Rhode13 Islanders; and be it further14RESOLVED, That the Secretary of State be and hereby is authorized and directed to15 transmit a duly certified copy of this resolution to Dawn Allen, President & CEO, Thrive16 Behavioral Health, Inc.========LC006566========LC006566 - Page 2 of 2
