To declare the existence of an emergency with respect to the need to approve Modification Nos.
       M0008 and M0009 to Contract No. CW113639 with Safeware, Inc., and to authorize
       payment for the goods and services received and to be received under the modifications.
        RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. M0008 and M0009 to Contract No.
CW113639 with Safeware, Inc. Approval and Payment Authorization Emergency Declaration
Resolution of 2026”.
        Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0008 and
M0009 to Contract No. CW113639 with Safeware, Inc. to provide firefighting tools, hazardous
materials response equipment, and safety equipment, and to authorize payment for the goods and
services received and to be received under the modifications.
        (b) By Modification No. M0008, the Office of Contracting and Procurement, on behalf of
the Fire and Emergency Medical Services Department, exercised Option Year 2 in the not-to-
exceed amount of $900,000 for the period from February 27, 2026, through February 26, 2027.
        (c) Proposed Modification No. M0009 will increase the not-to-exceed amount in Option
Year 2 by $700,000, to a total not-to-exceed amount of $1.6 million.
        (d) Council approval is necessary because the modifications will increase the value of the
contract to more than $1 million during a 12-month period.
         (e) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, Safeware, Inc. cannot be paid for goods and services provided in
excess of $1 million for the period from February 27, 2026, through February 26, 2027.
       Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Modification Nos. M0008 and M0009 to Contract No. CW113639 with Safeware, Inc. Approval
and Payment Authorization Emergency Act of 2026 be adopted after a single reading.
       Sec. 4. This resolution shall take effect immediately.
