pr260740/enrolled.txtENROLLED ORIGINALA RESOLUTION26-482IN THE COUNCIL OF THE DISTRICT OF COLUMBIAJuly 14, 2026To declare the existence of an emergency with respect to the need to approve Modification Nos.M0008 and M0009 to Contract No. CW113639 with Safeware, Inc., and to authorizepayment for the goods and services received and to be received under the modifications.RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That thisresolution may be cited as the “Modification Nos. M0008 and M0009 to Contract No.CW113639 with Safeware, Inc. Approval and Payment Authorization Emergency DeclarationResolution of 2026”.Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0008 andM0009 to Contract No. CW113639 with Safeware, Inc. to provide firefighting tools, hazardousmaterials response equipment, and safety equipment, and to authorize payment for the goods andservices received and to be received under the modifications.(b) By Modification No. M0008, the Office of Contracting and Procurement, on behalf ofthe Fire and Emergency Medical Services Department, exercised Option Year 2 in the not-to-exceed amount of $900,000 for the period from February 27, 2026, through February 26, 2027.(c) Proposed Modification No. M0009 will increase the not-to-exceed amount in OptionYear 2 by $700,000, to a total not-to-exceed amount of $1.6 million.(d) Council approval is necessary because the modifications will increase the value of thecontract to more than $1 million during a 12-month period.(e) Council approval is necessary to allow the continuation of these vital services.Without Council approval, Safeware, Inc. cannot be paid for goods and services provided inexcess of $1 million for the period from February 27, 2026, through February 26, 2027.Sec. 3. The Council of the District of Columbia determines that the circumstancesenumerated in section 2 constitute emergency circumstances making it necessary that theModification Nos. M0008 and M0009 to Contract No. CW113639 with Safeware, Inc. Approvaland Payment Authorization Emergency Act of 2026 be adopted after a single reading.Sec. 4. This resolution shall take effect immediately.1
