     AN ACT MAKING A ONE-TIME SUPPLEMENTAL APPROPRIATION FOR THE FISCAL YEAR ENDING
     JUNE 30, 2027, TO THE OFFICE OF MANAGEMENT AND BUDGET.
     BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE:
1     Section 1. There is hereby appropriated $146,199,300 (One Hundred Forty-Six Million, One Hundred Ninety-
2 Nine Thousand, Three Hundred Dollars) in General Funds to Executive, Office of Management and Budget,
3 Contingencies and One-Time Items (10-02-11) for the following purposes:

50Section 2. Section 1 of this Act provides an appropriation of $456,200 to Executive, Office of Management
51 and Budget, Contingencies and One-Time Items (10-02-11) for Firearms Dealers. The expenditure of these funds shall
52 be contingent upon the passage of Senate Substitute 1 for Senate Bill 300 or similar legislation of the 153rd General
53 Assembly.
54Section 3. Section 1 of this Act provides an appropriation of $5,000 to Executive, Criminal Justice Council
55 (10-07-01) for Sentencing Commission. The expenditure of these funds shall be contingent upon the passage of Senate
56 Bill 179 or similar legislation of the 153rd General Assembly.
57Section 4. Section 1 of this Act includes an appropriation of $800,000 to the Delaware State Housing Authority
58 (“DSHA”) (10-08-01) for SRAP for Families. This appropriation is to be used for the Stable Housing for
59 Schoolchildren (SHS) Program within the State Rental Assistance Program (SRAP) and is to be administered by the
60 Delaware State Housing Authority. These funds are not to be used for other existing SRAP programs. SHS funds shall
61 be subject to the following rules and restrictions:
62(a) Funds are to be used to provide rental assistance vouchers to families who have one or more children
63 enrolled in grades K-12 and are currently living in homeless shelters, motels, personal vehicles, or other equivalent
64 settings.
65(b) Referrals to the program can be made by school principals or McKinney-Vento representatives at the school
66 or school district level.
67(c) Vouchers should be allocated so that families do not pay more than 30 percent of take-home income for rent,
68 or a similar threshold calculated by DSHA to conform to federal programs into which recipients may be eligible to
69 transition.
70(d) DSHA shall have discretion to:
71(1) Approve rental units for which vouchers are sought to be used;
72(2) Establish programmatic requirements for families receiving vouchers, which must include a
73 requirement that at least one family member be working, seeking work, or undergoing active training to qualify for
74 work;

75(3) Establish pre-requisites for receipt of vouchers, provided that families at or below 50 percent of
76 Area Median Income shall be presumptively eligible to receive vouchers.
77DSHA shall submit all rules established pursuant to subsections (d) (2) and (3) to the Office of Management
78 and Budget and the Controller General.
79(e) DSHA shall be permitted to use $50,000 of appropriated funds for administration of the SHS program.
80(f) DSHA shall provide a report to the Director of the Office of Management and Budget and the Controller
81 General no later than May 1 on the expenditures of the SHS program and the number of families assisted by the
82 program, including details on the local education agencies.
83Section 5. Section 1 of this Act provides an appropriation of $20,000 to the Department of Justice (15-01-01)
84 for Home Improvement Disputes. The expenditure of these funds shall be contingent upon the passage of House Bill
85 89 or similar legislation of the 153rd General Assembly.
86Section 6. Section 1 of this Act provides an appropriation of $7,300 to the Department of State, Small
87 Business, Delaware Economic Development Authority (20-10-01) for Entertainment Tax Credit. The expenditure of
88 these funds shall be contingent upon the passage of House Bill 364 or similar legislation of the 153rd General
89 Assembly.
90Section 7. Section 1 of this Act provides an appropriation of $250,000 to the Department of Health and Social
91 Services, Public Health, Community Health (35-05-20) for Lead Data. The expenditure of these funds shall be used to
92 develop and implement a secure, integrated data platform for school nurses to access childhood lead screening and
93 blood lead testing information shared by the Division of Public Health, including integration with existing school
94 health management systems.
95Section 8. Section 1 of this Act provides an appropriation of $45,200 to the Department of Health and Social
96 Services, Health Care Quality (35-09-01) for DHSS Background Check Access. The expenditure of these funds shall
97 be contingent upon the passage of Senate Substitute 1 to Senate Bill 67 or similar legislation of the 153rd General
98 Assembly.
99Section 9. Section 1 of this Act provides an appropriation of $967,600 to the Department of Natural Resources
100 and Environmental Control, Office of the Secretary (40-01-01) for Freshwater Wetlands. The expenditure of these
101 funds shall be contingent upon the passage of Senate Bill 9 or similar legislation of the 153rd General Assembly.

102Section 10. Section 1 of this Act provides an appropriation of $48,000 to the Department of Natural Resources
103 and Environmental Control, Waste and Hazardous Substances (40-04-04) to perform a pilot project for the
104 investigation of lead in surface soil at current and former playgrounds of five elementary schools.
105Section 11. Section 1 of this Act provides an appropriation of $57,400 to the Department of Safety and
106 Homeland Security, Division of Alcohol and Tobacco Enforcement (45-04-10) for Delivery of Alcohol. The
107 expenditure of these funds shall be contingent upon the passage of Senate Substitute 1 to Senate Bill 168 or similar
108 legislation of the 153rd General Assembly.
109Section 12. Section 1 of this Act provides an appropriation of $16,700 to the Department of State, Office of the
110 Alcoholic Beverage Control Commissioner (20-06-10) and an appropriation of $317,100 to the Department of Safety
111 and Homeland Security, Division of Alcohol and Tobacco Enforcement (45-04-10) for Direct Shipment of Wine
112 Program Startup Costs. The expenditure of these funds shall be for the implementation of House Substitute 2 to House
113 Bill 187 of the 153rd General Assembly.
114Section 13. Section 1 of this Act provides an appropriation of $56,700 to the Department of Safety and
115 Homeland Security, Division of Alcohol and Tobacco Enforcement (45-04-10) for DATE Name Change. The
116 expenditure of these funds shall be contingent upon the passage of House Bill 411 or similar legislation of the 153rd
117 General Assembly.
118Section 14. Section 1 of this Act provides an appropriation of $50,000 to the Department of Labor, Office of
119 the Secretary (60-01-10) for Public Works Reporting. The expenditure of these funds shall be contingent upon the
120 passage of House Bill 374 or similar legislation of the 153rd General Assembly.
121Section 15. Section 1 of this Act provides an appropriation of $400,000 to the Fire Prevention Commission,
122 State Fire Prevention Commission (75-03-01) for Mental Health App Support. The expenditure of these funds is
123 intended to continue providing support and resources to fire and EMS first responders statewide through a wellness
124 application. To any extent necessary, the provisions of 29 Del. C. c. 69 shall not apply.
125Section 16. Section 1 of this Act provides an appropriation of $37,300 to the State Fire Prevention Commission
126 (75-03-01) for Equipment and Technology. The expenditure of these funds shall be contingent upon the passage of
127 Senate Bill 325 or similar legislation of the 153rd General Assembly.

128Section 17. Section 1 of this Act provides an appropriation of $107,300 to the Department of Education, Office
129 of the Secretary (95-01-01) for Title IX Technology. The expenditure of these funds shall be contingent upon the
130 passage of House Bill 300 or similar legislation of the 153rd General Assembly.
                                                     SYNOPSIS
          This Act appropriates $146,199,300 to provide one-time funded items through the Office of Management and
Budget.
