Public Service.The Commonwealth of Massachusetts_______________In the One Hundred and Ninety-Fourth General Court(2025-2026)_______________An Act relative to the retirement benefits of the surviving spouse of the Honorable FrancisFlannery.Whereas, The deferred operation of this act would tend to defeat its purpose, which is tosecure retirement benefits for the surviving spouse of the Honorable Francis Flannery, thereforeit is hereby declared to be an emergency law, necessary for the immediate preservation of thepublic convenience.Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authorityof the same, as follows:1 Notwithstanding chapter 32 of the General Laws or any other general or special law to2 the contrary, the state retirement board shall deem the Honorable Francis Flannery qualified for a3 pension under section 65D of said chapter 32. Julia Flannery, the surviving spouse of the4 Honorable Francis Flannery, shall be eligible to receive the benefit described by section 65C of5 said chapter 32.1 of 1
