     Senate Resolution 8EX

                              A RESOLUTION
1 Recognizing and commending the life and memory of Thomas Campbell Leslie, PE; and for
2 other purposes.
3 WHEREAS, the State of Georgia mourns the loss of one of its most distinguished citizens
4 with the passing of Thomas Campbell Leslie, PE, on March 16, 2026, from complications
5 of Alzheimer's disease; and
6 WHEREAS, born on July 13, 1945, to Jean Campbell Leslie and Dr. John T. Leslie, Thomas
7 Campbell Leslie was raised in Avondale Estates, Georgia, where he excelled both
8 academically and athletically, serving as the starting quarterback for the Avondale Blue
9 Devils; and
10 WHEREAS, he pursued higher education at Davidson College and the Georgia Institute of
11 Technology, earning a Bachelor of Science in Civil Engineering, and he later obtained a
12 Master of Science in Civil Engineering from Stanford University following service in the
13 United States Public Health Service during the Vietnam War era; and
14 WHEREAS, throughout a distinguished professional career spanning a decade, he
15 contributed significantly to the advancement of engineering and public service, working in

16 solid waste research and planning for the Atlanta Regional Commission, where he met his
17 beloved wife, Mary Head Leslie; and
18 WHEREAS, he further distinguished himself through his leadership at the engineering firm
19 Jordan, Jones and Goulding and later as Executive Director of the Georgia Chapter of the
20 American Society of Civil Engineers and the Georgia Engineering Alliance, where he
21 tirelessly advocated for the engineering profession and the development of Georgia's
22 infrastructure; and
23 WHEREAS, even after retirement, his passion for learning and public service remained
24 unwavering as he continued consulting with the Georgia Engineering Alliance and authored
25 a respected monthly column for Georgia Engineer Magazine, sharing his wisdom and
26 expertise with future generations of engineers; and
27 WHEREAS, a lifelong learner with an insatiable curiosity, Tom possessed a deep
28 appreciation for history, engineering, urban development, and the rich heritage of his native
29 Atlanta, especially Midtown, the neighborhood he proudly called home for more than half
30 a century; and
31 WHEREAS, beyond his professional accomplishments, he was renowned as a gifted
32 storyteller, a legendary tomato grower, an avid researcher, and a devoted traveler who
33 embraced every opportunity to learn, explore, and share his knowledge with others; and
34 WHEREAS, he was a faithful and dedicated member of Central Presbyterian Church, serving
35 with distinction in numerous leadership capacities, including on the Session and the Finance
36 and Stewardship Committees, demonstrating his commitment to his faith and community;

38 WHEREAS, Thomas Campbell Leslie was united in love and marriage for 49 years with his
39 devoted wife, Mary, and together they built a family grounded in love, integrity, and service;
40 and
41 WHEREAS, Thomas Campbell Leslie's life was characterized by intellectual curiosity,
42 professional excellence, steadfast faith, and unwavering devotion to family, and his memory
43 will continue to inspire all who had the privilege of knowing him.
44 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body
45 recognize and commend the extraordinary life and legacy of Thomas Campbell Leslie, PE,
46 and extend their deepest sympathy to his family and loved ones.
47 BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed
48 to make an appropriate copy of this resolution available for distribution to the family of
49 Thomas Campbell Leslie, PE.
